Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary:

The Mechanical Commissioning and Startup (CSU) Engineer is responsible for planning, coordinating, leading, and executing commissioning, startup, testing, troubleshooting, and turnover activities for complex mechanical systems within a semiconductor manufacturing facility.
This position provides technical leadership for assigned systems and commissioning teams and serves as the primary interface between Engineering, Construction, Quality, Vendors, Operations, and Client stakeholders throughout the commissioning lifecycle. The Mechanical CSU Engineer ensures systems are installed, tested, documented, and operated in accordance with project requirements, design intent, safety standards, and startup objectives.
The successful candidate will demonstrate strong technical expertise in mechanical and process utility systems, advanced problem-solving capabilities, excellent communication skills, and the ability to lead multidisciplinary teams during critical startup activities.

Major Responsibilities:

• Develop and manage commissioning plans, procedures, check sheets, startup sequences, and turnover requirements for assigned mechanical systems, and establish system and subsystem boundaries supporting turnover and startup schedules.
• Review P&IDs, equipment datasheets, specifications, control narratives, vendor documentation, and construction work packages for commissioning readiness; identify commissioning risks and implement mitigation strategies to support project milestones.
• Lead system walkdowns, punch list development, deficiency tracking, and readiness assessments, and verify completion of prerequisite construction, quality, and turnover requirements.
• Lead commissioning and startup activities for HVAC and cleanroom air handling, exhaust and abatement, chilled and heating water, ultrapure water (UPW), chemical and specialty gas distribution, waste collection and treatment, compressed and bulk gas, and vacuum systems.
• Direct field execution of pre-functional and functional testing, and coordinate flushing, cleaning, pressure testing, balancing, and operational testing activities.
• Support integrated systems testing and startup readiness reviews; troubleshoot mechanical, operational, and control system interfaces and resolve technical issues impacting startup schedules or operational performance.
• Provide technical oversight and mentorship to junior CSU engineers and commissioning specialists, and take part in daily coordination meetings with construction, engineering, vendors, and client representatives.
• Coordinate OEM vendor startup activities and witness performance testing; support subcontractor commissioning activities, verify compliance with project requirements, and communicate progress, risks, and issues to CSU leadership.
• Ensure commissioning records are complete, accurate, and maintained within project turnover systems; develop turnover packages and startup reports, review subcontractor and vendor documentation, and coordinate system acceptance and handover to client operations with all punch items resolved or documented.
• Champion a zero-incident safety culture and ensure compliance with project Environmental, Safety, and Health (ES&H) requirements, participating in Job Hazard Analyses (JHAs), work planning reviews, startup risk assessments, and Lockout/Tagout (LOTO), permitting, and hazardous energy control procedures.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) in Mechanical Engineering, Chemical Engineering, Marine Engineering, or related discipline and 8-10 years of relevant experience or 12-14 years of relevant work experience in mission critical facilities.

Required Knowledge and Skills:

• Advanced knowledge of mechanical commissioning and startup principles, with a strong understanding of mission critical facility utility systems and cleanroom environments.
• Experience with system turnover, completions management, and startup planning.
• Ability to read and interpret P&IDs, process flow diagrams, equipment drawings, specifications, and control documentation.
• Working knowledge of mechanical system controls and automation interfaces.
• Strong troubleshooting and root cause analysis skills.
• Experience coordinating construction, engineering, quality, vendors, and client organizations.
• Excellent leadership, communication, and organizational skills, with the ability to manage multiple priorities in a fast-paced startup environment.
• Familiarity with Smart Completions, or similar turnover and commissioning platforms.
  Preferred Qualifications:
• Semiconductor manufacturing facility commissioning experience, including cleanroom facilities and high-purity utility systems.
• Experience supporting integrated systems testing and operational readiness programs.
• Previous EPC project experience.
