Reporting to the Lead Clinician, the Lead Case Manager (Foster Care) is primarily responsible for overseeing and leading the case management team within the foster care programming to ensure adherence with job responsibilities, agency expectations, and case management timelines, while promoting a positive work environment. The Lead Case Manager will provide Case Managers and case support staff and may maintain a reduced client caseload during staffing transitions. The Lead Case Manager administers assessments, coordinates services, and provides emergency on-call support to ensure high-quality case management services. In addition to programmatic responsibilities, the Lead Case Manager will also be required to maintain communication with external stakeholders in an effective, timely, and professional manner to ensure case continuity. This position is expected to function effectively with moderate supervision while following the guidelines given on procedures, along with the agency, state, and federal regulatory requirements.

Responsibilities/Duties

• Provide direct supervision and oversight to the case management team, ensuring compliance with federal and state requirements.
• Organize and manage case management and on-call schedules, in collaboration with the Lead Clinician and Head of Program.
• Ensure that all assigned youth on your caseload and under your supervision receive mandatory services while in care to include but not limited to mental health, medical, recreational, educational, and other supportive services in accordance with the time and documentation expectations of the program.
• Develop and complete assessments, service and treatment plans, progress notes, incident reports, and any other necessary documentation in a timely manner.
• Maintain accurate and current information on foster children in care, while ensuring contractor and the program's internal documentation practices and reporting requirements are met.
• Actively participate in weekly staff meetings with the clinical team and stakeholders.
• Attend weekly meetings with supervisor to consult on cases, review case plans and direction, and evaluate client participation and progress.
• Schedule office, in-home and/or offsite meetings with assigned foster parents and youth on a regular basis according to funder, federal, and state licensing requirements in order to address any concerns in service delivery.
• Maintain effective communication with community agencies or individuals involved in service provision.
• Attend internal and external training and apply newly gained knowledge in providing services.
• Attend and prepare for required court hearings (if applicable).
• Accompany youth to unifications as needed, which may include air travel.
• Stay abreast of all agency, federal, and state regulatory requirements related to service provision.
• Knowledge of and adherence to federal, state, program, and agency regulations.
• Communicate effectively with supervisor, administrators, and all stakeholders.
• Participate in the on-call rotation, which includes working after hours and weekends.
• Complete other duties as assigned.

Qualifications

• Master's degree in social work; licensure in the state of Maryland (LMSW or LCSW or LCSW-C).
• Supervisory experience, strongly preferred. Equivalent combination of education and experience may be considered.
• Experience in child welfare/case management, required.
• Fluency in Spanish, required.
• Prior experience working with refugee and/or immigrant populations, strongly preferred.
• Excellent verbal and written communication skills, including interpersonal communication, group leadership skills, public speaking and clinical and persuasive writing skills.
• Evening and as needed weekend availability required, while maintaining a 40-hour workweek;
• Up to 25% travel required including escorting youth to family unifications by car and air. Typically requiring same day travel but may, on occasion, involve overnight stays.

Special Position Requirements

• Must be willing and able to clear a criminal background check for the past seven (7) years;
• Must be willing and able to request and clear Child Abuse and Neglect background check in all states lived within previous five (5) years, updated yearly;
• Must be willing and able to obtain FBI fingerprint check every five (5) years;
• Must undergo an enhanced federal background check following hire;
• Must have valid driver's license, MVA check free of major infractions for the last seven (7) years, and proof of adequate insurance coverage in compliance with ORR requirements;
• Must clear a State of Maryland Department of Public Safety and Corrections Services screening;
• Must complete a bi-annual physical exam and TB testing, in accordance with Maryland state licensing requirements;
• Must maintain proof of childhood and annual vaccinations, including: MMR, varicella, Tdap, and influenza;
• Must be CPR, First Aid, and AED certified upon hire or within two weeks of hire.
