Position Summary: The Project Coordinator is responsible for all aspects of developing and implementing an innovative Puyallup Juvenile Healing to Wellness Program (JHW). The Project Coordinator will work directly with internal tribal agencies on an ongoing basis to create and enhance the JHW program and policies for service delivery, in an effort to increase public safety and community wellness. JHW will be a new program designed for youth in early contact with the justice system and/or at risk of being arrested for low-level non-violent violations due to behavioral health and substance abuse issues, including opioid misuse. Participants will engage with community-based case management and wellness resources. The Project Coordinator will work under the direction of the Wrap Around Department Director (or designee) to cooperatively develop and implement case plans that promote sobriety and positive mental health; and reduce the number of youth adjudicated in the general court system, including enhanced diversion activities. The JHW system development will integrate effectively with similar emerging services. The Coordinator will engage closely with cultural practices such as GONA and Healing of the Canoes to reduce harm to the individual and the community. A team approach will be utilized and may include judges, attorneys, probation, law enforcement, treatment providers, educational and vocational services, and other partners. In addition, the Coordinator will engage directly with tribal elders, traditional healers, and other culturally-appropriate resources to promote participants’ healing and reintegration into the tribal community. Essential Duties and Responsibilities With direction and support from key Tribal entities, over an approximate five-year grant period, develop and policies, procedures, protocols and systems required to implement a Puyallup Juvenile Healing to Wellness Program. As the JHW services are developed, the Coordinator will effectively integrate them with related tribal entities and service provision. The outcome at the conclusion of the five-year grant period will be a fully functioning JHW grounded in Coast Salish cultural healing and JHW evidence based “best practices”. Development and implementation responsibilities include the following and other related duties as assigned: Facilitate JHW Development team meetings and Operational Workgroup meetings. Coordinate with JHW National and regional technical assistance providers, including the Bureau of Justice Assistance and existing “best practice” Juvenile Courts/Programs in similar tribal settings. Coordinate directly with other involved tribal programs including but not limited to Diversion, Tribal Court, and Culture Departments. Develop policies, procedures, protocols, systems and structures for clients assigned to Puyallup Juvenile Healing to Wellness Program team Set up and participate in trainings and technical assistance provided to JHW Program members and key tribal partners, e.g., Chief Leschi Schools, Indian Education Programs, and Youth Activity Center. As required, participate in grant activities including grant reporting and data tracking. Provide leadership to demonstrate the effectiveness of the emerging JHW practices, such as enhanced diversion by collecting appropriate data from the outset of program operations, in an effort to demonstrate program effectiveness and changes in services provided to tribal members through social and health service providers. Support gradual implementation of JHW elements to ensure the strong functioning of the emerging JHW and compliance with requirements. Remain current on JHW developments by establishing relationships with other jurisdictions who have implemented Juvenile Healing to Wellness Courts and/or Programs. Coordinate the development of media strategy, including protocols, for JHW. Develop the formal referral entry points and the legal processes for clients entering the JHW; Develop the screening and eligibility requirements for clients assigned to JHW; Develop process and performance measurement and evaluation metrics in electronic format and track and measure data for clients and wellness program progress. Establish a Puyallup Juvenile Healing to Wellness Program Policy and Procedure Manual and update as necessary. Refer to, collaborate with, and support case management providers, including an “At Risk” Youth Coordinator, Wrap Around Department, and Multidisciplinary Team or Child Protective Team members. Develop and maintain professional relationships with service providers to promote effective coordination of services for Case Managers and Program participants. Maintain program files and information regarding program utilization data. Ensure ongoing case management and consultation to JHWC individuals and families on the reservation or in the broader community to assist with compliance of the case plan utilizing goal setting, motivation and support. Monitor, evaluate, and record client progress with respect to treatment goals and collaborate with social workers, medical providers, and counselors to plan and coordinate treatment, drawing on social work experience and patient needs. Refer clients to needed community resources such as housing, vocational training, high school equivalency courses, family and parenting services, public assistance, mental and physical health services, or other treatment to assist in recovery following through to ensure service efficacy. Collect information and take detailed notes and update files for each meeting or appointment to document treatment and progress, note missed appointments, and document treatment milestones, and monitor compliance with existing court orders and report information to the Juvenile Healing to Wellness Program Team. Facilitate and participate in case plan development and diversion proceedings, such as “Elder’s Panel”, hearings or adjudications per individual case plans and emergent events. Maintain confidential information and ensure only those entitled to that information receive it. Conduct outreach at community events to raise awareness about the JHW Program. Must familiarize with the Puyallup Tribe Code including Children’s Code. Analyze operational procedures and develop or propose changes in policies and procedures, as necessary. A.) in Criminal Justice, Behavioral Health, Social Work, or a related field from an accredited college/University is required; and two or more years of significant related experience working in a supervisory or project management role; or an equivalent combination of education and experience. Must possess a good understanding of facilitating meetings and leveraging community resources. Language Skills Employee must demonstrate the ability to interact tactfully and positively with Tribal members, all levels of staff and management. Excellent meeting facilitation skills and the ability to explain new concepts and processes. Mathematical Skills Ability to work with mathematical concepts such as percentages, ratios, and proportions and apply them to practical situations. Reasoning Ability Ability to develop logical and creative solutions to problems and be counted on to make sound decisions. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables. Licenses or Certificates Must submit to and be able to pass a criminal background check prior to employment and periodically throughout employment. Must have a valid and unrestricted Washington State Driver’s License. Driver’s License must not contain any restrictions that would otherwise prevent an employee from driving a GSA vehicle. Other Knowledge of criminal justice procedures, and the ability to communicate and function within these systems. Commitment to the harm reduction philosophy and to working with marginalized people in a non-judgmental manner. Strong knowledge of Native American culture and issues facing Native Americans. Must ensure strict confidentiality of agency and client information. Ability to work in a stressful job environment with difficult subject matter and to keep own emotions in check.
