Civil System Engineer III- Heavy Equipment

Performs a variety of engineering assignments to support project development, design changes, operations, installation, and maintenance of heavy equipment, cranes, critical lifts, and other heavy equipment related systems. These systems are located at the Kennedy Space Center – at locations throughout the site, including at/around space flight hardware processing facilities, launch pad support buildings and facilities, engineering and administrative support buildings and other types of industrial and related support facilities.

Job Duties and Essential Responsibilities:

System Specific

• Perform a range of maintenance and sustaining work step development, analysis, or review tasks with little to no supervision and works on problems of diverse scope where analysis of data requires evaluation of identifiable factors.
• Provide onsite technical guidance as needed for new or existing equipment installation and/or modifications that require heavy equipment expertise and demonstrates good judgment in selecting methods and techniques to come to a solution.
• Stay up to date with emerging technologies and industry trends related to heavy equipment.

Maintenance

• Revise and add new asset information in Maximo database for assigned equipment per MAR (Maintenance Action Request) process.
• Develop and maintain job plans and preventative maintenance schedules for assigned assets in accordance with launch and processing operations, NASA-STD-5008B and industry standard requirements.
• Address and justify preventive maintenance deferrals of assigned assets.
• Conduct site visits to investigate system problems, propose solutions and provide recommendations to restore assets.
• Propose and develop improvement plans to address systemic problems and improve overall performance of the assets (improvements and/or modifications)
• Support shop technicians in troubleshooting issues related to assigned assets as needed.
• Provide and review technical expertise for technical anomalies as they arise. Resolve and document failure anomalies regarding assigned assets.
• Prepare and review Technical Anomaly reports and presentations documenting problems, concerns, and resolutions for assigned assets to the Engineering Review Board.
• Must be available to respond for emergency and relief assignments.

Integrated Ops Support

• Coordinate NASA and customer related mission activities to support the other customers/partners launch schedule to include launch site test plan development and coordination with supporting documents, mission support training certifications and Launch Control Center console test support certifications.
• Participate in console and/or Red Crew operation during test and launch operations as needed for assigned assets supporting launch and processing facilities and as necessary for other Spaceport Users test and launch operations if assigned assets are required to support.

Readiness

• Provide input to and actively participate in applicable System Health and Readiness Program (SHARP) teams.
• Develop and present or represent mission related presentations to the NASA and/or EGS customer as required to present support readiness or failure concerns.
• Perform readiness assessments of assigned assets.

Project Support

• Coordinate and work closely with requester, customers, other engineering, logistics, financial, and program management disciplines to define system specifications and requirements.
• Direct interface and liaison with internal and external customers at all levels from concept to final design and commissioning activities, design reviews and technical working group meetings to comply with requirements and specifications.
• Support development of technical proposals, statements of work and/or provide comments on the technical content and level of effort of the proposed scope of work.
• Develop task order requirements to NASA to complete Operations & Maintenance Documentation (OMD) updates per specific, contracted timeframes. OMD updates could be on drawings or job plans for assigned assets.
• Coordinate and communicate effectively with CAD drafters, Design Engineers, or shop personnel by written or verbal means.

Other

• Be able to interpret and provide guidance for assigned assets using single line and schematic drawings.
• Develop, maintain, and produce technical documentation and system/subsystem specifications.
• Verify and comply with engineering documentation standards and test procedures.
• Conduct site visits, experimental investigations and analyze engineering problems, propose solutions and alternatives, and provide recommendations.
• Assess assigned systems and equipment for necessary upgrades to meet new code requirements or enhance operations.
• Provide mentorship to entry level engineers.

Perform all other position-related duties as assigned or requested

Required Education/Certifications/Experience:

• Bachelor's or master's degree in engineering.
• 5+ years' experience in engineering discipline as identified in purpose & scope.

Required Minimum Position Knowledge, Skills, and Abilities:

• Knowledge of industry standard computer software for the position (i.e. CADD, AutoCAD, MicroStation, PLC interface software, etc).
• Capable of using spreadsheets, word processing and standard Microsoft Office software to include Excel, Word, PowerPoint and Visio.
• Ability to read and interpret documents such as safety rules, operating and maintenance instruction, and procedure manuals.
• Ability to read and understand schematics & blueprints.
• Strong ability to use data and analysis to make fast data-driven decisions.
• Ability to exercise sound judgement and reason.
• Ability to write routine reports and correspondence.
• Ability to speak effectively before groups of customers or employees of the organization.

Other Requirements:

• Must be a U.S. citizen and able to obtain and maintain required clearances/badges as required by program and position
• Must have the ability to communicate in English, both verbal and written in an effective manner.
• Must have and maintain a valid driver's license.

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of improvement projects and system trouble shooting Site hazard training and Personal Protective Equipment are provided.
