About the Position: This position is part of the Reemployed Annuitants Cadre, in support of the Federal Emergency Management Agency (FEMA). On an as-needed basis, employees occupying these positions provide emergency support to disaster-stricken areas throughout the United States.

This is a temporary appointment not to exceed 1-year. At management's discretion, the appointment may be extended for up to a maximum of 3-years or converted to a term appointment for up to a maximum of 6-years.

Duties

• Responsible for programming financial administration of contracts and automated data management systems.
• Participates in evaluations of mission execution; isolating and identifying performance problems.
• Assesses the impact of mission execution delays and assist other elements to take appropriate action.
• Maintains surveillance over emergency contract mission operations involving contractors, including debris removal, installation and/or demobilization of trailers, humanitarian support, roadway clearing, electrical distribution, installations, etc.
• Conducts technical evaluations of contractor proposed work plans. Reviews actual progress vs. proposed schedules, noting items which may be hindering progress. Coordinates requests for contractor services from FEMA IA/PA program staff.
• Participates and provides significant input into planning and management studies necessitated by program and organizational changes.
• Prepares for all briefings required by the office, including assembling data in a logical format and insuring the data is the most up to date.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is an Intermittent position. You may be scheduled from 0 to 30 hours per week based on need.
• Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US.
• Employees must be prepared to live and work in extremely austere condition
• Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
• Work may entail extended work shift of 12-16 hours a day.
• Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
• Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
• Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
• Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
• Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
• Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Planning and supporting the organization's emergency management mission within the assigned area of responsibility; 2) Providing substantial input for planning studies and recommending improvements to operating practices and procedures; 3) Coordinating and scheduling construction operations and project activities; 4) Inspecting construction workmanship to ensure compliance with standards and recommending corrective actions when necessary; and 5) Preparing daily briefings and reports with current and accurate information and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
