Position Summary

The Program Analyst provides fiscal, administrative, and grant compliance support for the Great Lakes Inter-Tribal Epidemiology Center (GLITEC). Working as a member of the program administrative team, this position serves as an additional fiscal support resource and assists GLITEC leadership and program staff with budget tracking, fiscal documentation, grant administration, reporting, recordkeeping, and administrative coordination. The Program Analyst works closely with Great Lakes Inter-Tribal Council (GLITC) fiscal, accounting, procurement, and administrative staff to support accurate and timely grant management. The position helps ensure grant activities and expenditures are appropriately documented and aligned with approved budgets, workplans, award requirements, organizational policies, and applicable federal requirements. Daily attendance is an essential function of this position. Occasional travel may be required to meet the needs of the position. This position is located in our Madison, Wisconsin office.

Principal Duties and Responsibilities

· Provide day-to-day fiscal, administrative, and grant management support for GLITEC grants, cooperative agreements, contracts, and program activities.

· Serve as an additional fiscal support resource for GLITEC and coordinate with GLITC fiscal, accounting, procurement, grants, and administrative staff.

· Track staffing allocations, grant budgets, expenditures, obligations, available balances, and spending timelines and assist program leadership with routine budget monitoring, reconciliation, and projections.

· Maintain grant-specific fiscal tracking tools and supporting documentation to help ensure expenditures are assigned to the appropriate funding source, budget category, project period, and program activity.

· Assist with preparation and review of purchase requests, invoices, payment documentation, travel documentation, contracts, subawards, consultant agreements, supplies, equipment, incentives, and other grant-supported expenditures.

· Review fiscal and administrative documentation for completeness and consistency prior to submission to appropriate GLITC fiscal, accounting, procurement, or administrative staff.

· Assist with budget development, budget modifications, projections, carryover planning, grant continuation activities, and grant closeout in coordination with program leadership and GLITC fiscal staff.

· Monitor Notices of Award, grant terms and conditions, approved budgets, staffing allocations, reporting schedules, funding restrictions, and other compliance requirements and maintain systems for tracking deadlines and required actions.

· Assist program leadership and staff with reviewing planned activities and expenditures against approved grant budgets, workplans, funding restrictions, organizational policies, and applicable federal requirements; elevate questions requiring formal fiscal, grants, or funder determination.

· Maintain organized grant files and records, including Notices of Award, applications, budgets, budget revisions, approvals, correspondence, reports, contracts, subawards, fiscal documentation, and other supporting records.

· Support preparation, compilation, review, and submission of grant progress reports, continuation applications, closeout materials, financial information, and other required documentation.

· Assist with monitoring contracts, subawards, and other agreements for required documentation, invoicing, deliverables, reporting, and compliance requirements in coordination with responsible program and fiscal staff.

· Develop and maintain administrative and fiscal tracking systems, spreadsheets, calendars, checklists, and other tools to support consistent grant management across GLITEC.

· Provide administrative support for meetings, scheduling, correspondence, documentation, records management, and other program operations as assigned.

· Assist with preparation for audits, monitoring visits, site visits, grant reviews, and internal or external requests for fiscal, administrative, or compliance documentation; identify potential issues and communicate them promptly to GLITEC Assistant Director and appropriate staff.

Additional Duties and Responsibilities

• Maintain a working knowledge of GLITEC grants, funding sources, program structures, and applicable administrative and fiscal requirements.

• Maintain confidentiality of fiscal, personnel, grant, and organizational information.

• Assure all services and administrative processes are carried out in a culturally sensitive manner that respects Tribal sovereignty, customs, traditions, values, and beliefs.

• Participate on committees and workgroups outside and within the organization as assigned.

• Attend all training sessions and meetings as scheduled.

• Attend grants management, fiscal, compliance, administrative, and professional development trainings to remain current on applicable requirements and best practices.

• Assist with development and implementation of consistent internal procedures for grant administration, fiscal documentation, purchasing, recordkeeping, and compliance.

• Perform other duties as necessary to fulfill the responsibilities of this position.

Working Relationships and Scope

Reports directly to GLITEC Assistant Director; works under limited supervision. Daily contact with GLITEC program leadership and staff. Regular contact with GLITC fiscal, accounting, procurement, grants, human resources, and administrative staff for the purpose of coordinating fiscal and administrative processes. Works across multiple grants and program areas and communicates regularly with program directors, coordinators, and other staff regarding budgets, purchases, documentation, reporting, deadlines, and compliance requirements. May communicate with funding agencies, vendors, contractors, subrecipients, and other partners as assigned.

Knowledge, Skills and Abilities

Required: Bachelor’s degree in business administration, public administration, accounting, finance, grants management, public health, or a related field, or an equivalent combination of relevant education and experience. Experience with fiscal administration, grants administration, accounting support, program administration, or related work is required. Preferred: Experience supporting federally funded grants or cooperative agreements; experience with budget tracking, grant compliance, purchasing, invoicing, subawards, contracts, or grant reporting; and experience working with Tribal Nations, Tribal organizations, and/or not-for-profit entities. Familiarity with federal grant requirements, including 2 CFR Part 200 (Uniform Guidance), is preferred. Individual must possess excellent written and verbal communication skills; strong analytical, organizational, problem-solving, and time-management skills; excellent attention to detail; proficiency with spreadsheets and Microsoft Office applications; ability to maintain accurate records and manage multiple deadlines; ability to work independently and as a team member; and ability to maintain a high level of confidentiality. Must possess valid driver’s license and/or reliable transportation with adequate insurance and ability to travel as needed.

This is a full-time exempt position based on skills and experience, with a salary of $65,000 annually. This position is in our Madison, Wisconsin office. This position is not a remote position.
