Anticipated Hiring Range: $92,994.72-$148,914.90
Definition:
This job/class works under the Fire Chief, with a proactive approach to their job they shall develop and coordinate the implementation of programs within organizational goals and policies. The position is responsible for the coordination and supervision of personnel within the department, and effective enactment of the Department's policies and procedures, and emergency plans and operation.
Essential Functions (Not all inclusive):
- Obtains and maintains thorough knowledge of specific laws, plans, policies and procedures and codes pertaining to the Fire Department and the assigned organizational subunit.
- Coordinates the planning and organization of activities and operation of the organizational subunit in the event of natural or manmade disasters, as directed by the Fire Chief.
- Researches and locates available grant funding programs via State and Federal governments. Prepares and submits grants as available.
- Speaks to schools, businesses, industry, government, and civic groups to educate the community regarding emergency management, EMS, fire safety, etc.
- Develops budget; research acquisition requirements; monitors/tracks budget expenditures.
- Produces routine and special logs, records and reports documenting activities and events.
- Responds to emergency situations; provides scene command; operates fire emergency equipment; provides incident support on major alarms.
- Reviews plans, policies, and procedures; recommends changes and revisions as necessary.
- Supervises subordinates; instructs, sets standards, reviews work, coordinates, and counsels.
- Attend professional and technical seminars, training classes and conferences.
- Position is subject to being "on call" and working after normal City work hours as well as on weekends and holidays.
- Maintains records; replies to public records requests; prepares records and statistical data all as required by upper management.
- Provides incident support on alarms.
- Performs other duties as required.
Specific Duties and Responsibilities:
- Develops programs and standards for the Emergency Operations Center (EOC) and all of its related components to include activation and training. During activation shall serve as the Emergency Management Coordinator for the City of Deltona.
- Develop programs and standards for the department's Public Information Services in coordination with City Public Information office. This includes social media outlets.
- Serves as the main department Public Information Officer and the main contact for media sources during major events in cooperation with the City Public Information office.
- Serves as liaison between other city departments and our outside parties for event coordination with events such as parades and large public events.
- Serves as the Insurance Services Office (ISO) or Verisk coordinator.
- Serves as the Center for Public Safety Excellence (CPSE) accreditation manager.
- Serves as the departments manager for Capital Projects (as assigned)
- Serves as coordination for new building projects (example painting, roofs, & etc.)
Minimum Education and Experience Requirements:
Requires a bachelor's degree in Fire Science, Emergency Management, Public Administration or closely related field. ** Designation as an Executive Fire Officer (EFO) or Chief Fire Officer (CFO) preferred.
Requires ten years progressively responsible experience as a firefighter, **And five years at the officer level, in fire science, emergency management or closely related experience.
Emergency Operations management experience as determined by Fire Chief (preferred)
Special Certifications and Licenses:
- Florida State Driver's License
- Florida Firefighter's Certificate of Compliance
- Requires a Florida Paramedic certification.
- CPR certification
- EVOC or an equivalent combination of education, training, and experience.
- Florida Fire Officer I certification
- ICS 100, 200, 800 or equivalent
- ICS 300 (within 18 months of employment)
- Florida Fire Officer II (within 18 months of employment)
- Florida Fire Instructor (preferred)
