Transmission Right of Way Agent Associate level - Senior level

Job Summary The Transmission Right of Way (TROW) Agent is responsible for the acquisition of land rights necessary for the construction, operation and maintenance of electric transmission and/or distribution facilities. Job Description The TROW Agent manages the entire land acquisition process, including negotiations, legal documentation, roadmap creation, vendor oversight, and project management to ensure timely, on‑budget, and compliant execution of right‑of‑way projects. What you’ll do Handle complicated negotiations with landowners or their designees for acquisition of land rights for construction, reconstruction or maintenance of electric transmission and/or distribution facilities. Settle damage claims with property owners relative to property damage caused or created by the company or its contractors during construction, reconstruction, maintenance or removal of transmission and/or distribution facilities. Search courthouses and other records to determine present property ownership and extent of interests. Review and interpret legal documents, property surveys, legal descriptions, surveying drawings, appraisals, and reports, and prepare approved legal documents for acquisition of land rights. Provide functional support to other business units regarding acquisition questions and procedures. Maintain property owner files, maps, drawings, exhibits, and progress reports in the Right-of-Way Stakeholder Information system (ROWSi). Knowledgeable in real estate values and appraisals. Follow TROW estimate guidelines and practices for land rights acquisition for construction, reconstruction, enlargement or maintenance of electric transmission and/or distribution facilities. Complete ROW estimate and scope for TROW projects and manage, develop, review and coordinate right‑of‑way project scope, schedule and budget for multiple projects or a program of projects. Follow TROW Outsourcing Technical Guidelines for outsourcing acquisition of land rights. Act as liaison or project manager with vendor companies performing acquisition services. Oversee vendor performance, ensuring adherence to project schedules, budgets, and reporting. Review periodic status and costs of managed right‑of‑way projects. Track project quality, milestones and performance against annual work plans. Monitor the closeout process, establish lessons learned, and recommend process improvements. Approve vouchers for payments incurred in acquisition of land rights. Act as witness and assist in selection of witnesses and commissioners in condemnation and/or other court actions related to acquisition of land rights. Represent TROW in internal process improvement teams and external industry forums as required. Hold employees and contractors accountable for the System Safety Process, ensuring a safe working environment focused on Zero Harm. What we’re looking for Transmission Right of Way Agent SG6 Associate degree in real estate, business, engineering, project management or related field with a minimum of three years of related experience, OR Bachelor’s degree with a minimum of two years of related experience. Experience in business, project management, real estate, law, electric transmission and/or distribution right‑of‑way and/or real estate. Transmission Right of Way Agent Senior SG7 Associate degree in real estate, business, engineering, project management or related field with a minimum of six years of related experience, OR Bachelor’s degree with a minimum of four years of related experience. Experience in business, project management, real estate, law, electric transmission and/or distribution right‑of‑way and/or real estate, and/or possession of a professional certificate (e.g., IR/WA, SR/WA, PMP). Prior leadership or project management experience is a plus. Develop effective communication skills, both written and oral, with all stakeholders. Strong Microsoft Office proficiency and experience with right‑of‑way/land management databases such as geoAMPS. Required to travel within the Transmission service territory; occasional trips outside the territory for special projects. Must be able to work outside normal business hours to accommodate project schedules. Valid driver’s license issued by the appropriate state. Travel to site locations up to 20% of the time.
