Washington State Parks and Recreation Commission Job Title: Construction & Maintenance Project Lead Location: Cornet Bay, WA Closes: Continuous. Travel: This position requires travel and overnight travel between parks and statewide for work, meetings, training, and other field work. Required for up to five (5) days/four (4) nights per week. Lodging may be provided on State Parks vessel or hotel. Position: This position is not eligible to telework, as physical in-office presence is required to perform essential functions. Typical work four (4) days a week, 10 hours per day. Core working hours are typically 6 a.m. - 4:30 p.m., Monday - Thursday. In Training opportunity / please note: This position may be filled at the Construction and Maintenance Project Lead level or as a Lead in-training at the Construction and Maintenance Project Specialist or Maintenance Mechanic 1 level depending on qualifications. Candidates hired at the Construction and Maintenance Project Specialist or Maintenance Mechanic 1 level will be required to successfully complete an in-training program prior to promoting to the goal class of Construction and Maintenance Project Lead. About this position: Under the direction of the Construction & Maintenance Supervisor, this position acts as a lead on marine construction, maintenance, and operational projects. This position may lead and direct two or more trades employees and direct work crews assigned to Construction & Maintenance projects. Acts as an on-site coordinator, the incumbent will oversee and mentor other staff throughout the state on a project level basis for marine infrastructure maintenance and construction. Washington State Parks and Recreation is seeking to fill a Construction & Maintenance Project Lead in-training position to serve as one of three highly trained and proficient members of our Marine Crew. The Marine Crew provides complex marine-related construction and maintenance services to State Parks throughout Washington State. The Marine Crew is a professional and hard-working team that services all of Washington State Parks’ marine infrastructure. Our main goal is to enhance and maintain public access features such as docks and mooring balls. We also service swim floats and regulatory buoys. Duties include, but are not limited to: Serve as a lead on marine construction, maintenance, and operational projects. May lead and direct two or more employees and direct work on projects. Oversee and mentor other staff throughout the state on a project level basis for marine infrastructure maintenance and construction. Lead and develop work methods and procedures for projects. Responsible for completing preventative maintenance and deferred maintenance projects. Perform journey level work in vessel and equipment operation as well as float and dock fabrication and installation. May assist with carpentry, masonry, roofing, framing, plumbing, and electrical trades to repair, launch ramps, and other water -based facilities required for smooth and continued park operation. Lead and direct in planning and scheduling for preventative and deferred maintenance. Estimate project materials, equipment, and manpower. Inspect work to ensure quality and compliance. Recommend maintenance work and consult with supervisor. Perform maintenance, minor repair, and keep records for state-owned vessels, vehicles, tools, and equipment. Operate and maintenance a 75' vessel, 31' vessel, and other state-owned vessels to support the operation and maintenance of state parks. Responsible for the safe handling, transiting, and docking of vessels. Responsible for boat-based trip planning. Proficient and expertise with navigation and trip planning including factoring currents and tides. Communicate and navigate effectively and safely when traveling on water. Communicate via radio with other agencies and vessels including the US Coast Guard, Washington State Ferries, and Seattle Traffic.
REQUIRED QUALIFICATIONS:
Maintenance Mechanic 1: $4,746 - $5,506 a month High School graduation or GED equivalent and two (2) years of general work experience in professional vessel operations, marine construction, building and equipment maintenance, construction, or repair work. Valid unrestricted (except corrective lenses) driver's license. First Aid & CPR certification must be obtained within the first twelve (12) months of employment. Washington State Boaters Card must be obtained within the first twelve (12) months of employment. Construction & Maintenance Project Specialist: $5,506 - $6,384 a month High School graduation or GED and two (2) years as a Maintenance Mechanic 1 OR Four (4) years of advanced experience in two (2) or more of the professional vessel/marine construction/building trades to include: vessel operations, vessel maintenance or repair; building maintenance, repair, remodeling, construction duties, and mechanical machinery. Two (2) years of vocational training or education in a vessel, building, or construction trade may be substituted for this experience. AND Valid unrestricted (except corrective lenses) driver's license. First Aid & CPR certification must be obtained within the first twelve (12) months of employment. Washington State Boaters Card must be obtained within the first twelve (12) months of employment. Construction & Maintenance Project Lead: $5,928 - $6,870 Two (2) years as a Construction & Maintenance Project Specialist or six (6) years of advanced level experience in two (2) or more of the marine, construction, or building trades to include: marine construction, vessel operations and maintenance, equipment operations and maintenance, building maintenance, repair, remodeling, construction duties, and mechanical work. Two (2) years of vocational training or education in a marine, building, or construction trade may be substituted for this experience. AND Two (2) years of experience leading or directing a crew engaged in professional vessel operation and/or repairs of buildings and other structures, roads, pathways, walks, fences, and related facilities, acting as an on-site project coordinator leading, directing, and training work crews in construction and maintenance projects. Two (2) years of experience or knowledge of reading blueprints, cutting lumber, as well as general methods, materials, tools, and equipment used in building and maintenance work; occupational hazards and safety precautions of building trades with the ability to use hand and power tools, working from blueprints and sketches; estimating materials and costs; keeping time and material records. High School graduation or GED equivalent Valid unrestricted (except corrective lenses) driver's license. Class A CDL must be obtained within the first twelve (12) months of employment. First Aid & CPR certification must be obtained within the first twelve (12) months of employment. US Coast Guard 100-ton Master Near Coastal Waters or greater. SCUBA certification and commercial diving experience. Experience working for Washington State Parks or similar park and recreations entity. Knowledge of repair, maintenance, and construction techniques and of the tools, methods, practices, materials, and equipment used in marine infrastructure construction and maintenance. Ability to perform skilled work in a variety of trades to include proficiency in reading schematics and blueprints. Knowledge and application of marine operations, environmental operations, and other rules and regulations governing safety, repair, maintenance, and construction of facilities and tasks. Familiarity with the use of Microsoft Office products, such as Word, MS Projects, and Outlook. Take action to learn and grow, considering and incorporating new information and different perspectives. All Construction & Maintenance Leads are required to wear a uniform. A complete and properly worn uniform helps establish the professional identity of a Construction & Maintenance Lead and promotes respect as a Washington State Parks employee. All Construction & Maintenance Lead will receive 6 shirts within the first year (2 shirts per calendar year after the first year), 1 jacket every 3 years, 1 baseball cap every year, 1 safety vest every 3 years, and a clothing stipend of $200 per year, and a $250 boot stipend every 2 years.
