Construction Manager

The Planning and Capital Development Division is seeking a Construction Manager (CM) to lead a team of people administering diverse and complex infrastructure projects that directly improve our Parks community. Parks typically has 40-60 projects active in construction with costs ranging from $1M – $80M in value to build and improve play areas, playfields/sport courts, pools, community centers, nature areas, trails, accessibility improvements, restrooms and new park developments as well as building improvements including mechanical, electrical, HVAC, structural, and the like.

The successful candidate will play a crucial role in overseeing the planning, development, and execution of construction projects within our parks system. The duties of this role primarily include oversight and management of public works contract development and construction through the entire project delivery lifecycle. Duties include management and oversight of multiple work units in the Division including contract preparation and administration, construction work-flow management utilizing the Procore platform, and inspections. Management and oversight of multiple department-wide work units including survey, environmental services, records management and related.

Job Responsibilities

The Construction Manager will oversee all phases of construction projects for the Parks Department from planning to final completion to closeout as well as management and oversight of other technical teams including survey and environmental. This position also serves as the construction management liaison to all other City Departments, as well as other governments and private entities. This position will be a working manager, supervising the activities of a team, as well as producing your own work products when appropriate. Typical work done by you or your subordinates will include, but not be limited to:

  • Manage the in-house construction team and consultants supporting this work.
  • Development and administration of the Departments public works construction contracts.
  • Support the delivery of projects on time and on schedule in a matrix organization that includes a team of project managers, design professionals, planners, and others. These tasks may include:
    • Constructability and biddability review of projects during all phases of design.
    • Review and monitoring of contractor construction schedules
    • Collaboration with architects, engineers, contractors and other stakeholders to ensure contract conformance can be adhered to.
    • Conduct site visits and inspections to monitor progress and ensure compliance with construction plans and safety regulations.
    • Review of technical submittals
    • Navigating contractor disputes, and when necessary, consulting with the City Attorney's Office
    • Drafting formal correspondence in support of construction contracts
  • Sets targets, objectives and responsibilities for all supervised staff and monitoring performance against these criteria and provide workload schedules to the Division Director.
  • Identify and resolve any issues or challenges that may arise during the course of a project.
  • Communicate regularly with project team members, stakeholders, and community members to provide updates, address concerns, and gather feedback.
  • Manage and maintain all project documentation, including contracts, permits, change orders, and other relevant paperwork.
  • Maintain knowledge of Federal, State and local standards that apply to construction projects in the City of Seattle including, but not limited to, prompt pay, document control, project labor agreements and apprenticeship/WMBE workforce requirements.
  • Stay informed of industry trends, regulations, and best practices in construction management, and make recommendations for process improvements within the Parks Department.
  • Environmental permitting support for construction projects
  • Environmental monitoring, analysis, and management of environmental hazards on Parks property, including Department-wide coordination and advising, including hazmat response and safety protocols
  • Recommend policy and procedure improvements
  • Engineering records management
  • Land surveying support
  • Property management support
  • Review of other department/agency/private projects and their impacts on Parks
  • Manages, monitors, and administers human resource and labor policies and programs consistent with department-wide practices, and recognizes diversity and the City's commitment to racial and social justice.
Qualifications

REQUIRED QUALIFICATIONS:

  • Ten (10) years of progressively responsible experience successfully managing complex public projects in construction.
  • Five (5) years supervisory experience overseeing teams that includes hiring, managing work assignments, performance evaluations and performance management of staff.
  • Bachelor's degree in construction management, civil engineering, or related field OR Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
  • Current, valid driver's license

DESIRED QUALIFICATIONS: We seek a well-rounded professional with a diversity of experience and educational credentials that will allow him/her to effectively respond to the wide variety of situations that arise daily within our extensive park system, as well as effectively supervise a variety of technical and administrative staff engaged in such activities. The successful candidate will possess most or all of the qualities and credentials described below:

Experienced Construction Management professional

  • Strong management skills including planning, organizing, problem-solving and program implementation.
  • Ability to coach employees, encourage teamwork and promote high standards of customer service.
  • Expertise/familiarity with a variety of construction types from site civil work to buildings and systems such as:
  1. Drainage, stormwater and/or sewer systems, including familiarity with green stormwater infrastructure (GSI) design and code requirements
  2. Buildings/facilities such as community centers and swimming pools, including familiarity with relevant permit requirements and the IBC
  3. Docks, piers, and other marine structures
  4. Corrosion, coatings or cathodic protection design and inspection
  5. Major earthwork such as grading, roadwork, retaining walls, etc.
  6. Wetlands, creeks, steep slopes, other environmentally critical areas
  7. Structures such as bridges, buildings, roof systems, including familiarity with applicable seismic codes
  8. Communication, control, lighting, and/or electrical systems
  9. HVAC, pumps, and other mechanical systems
  • Advanced knowledge of construction methods, scheduling, materials testing, and the ability to serve as a technical resource for design engineers on constructability and schedule development.
  • Knowledgeable of a variety of public works construction contracting methods including low-bid, job order contracting, General Contractor/Construction Manager and the like.
  • In depth knowledge and understanding of critical path schedules and familiarity with the outputs of MS Project/P6 of other schedule software programs.
  • Knowledgeable of environmental regulatory requirements of construction including but not limited to hazard assessments, health and safety plans, hazmat regulations, likely contaminants encountered during construction, and the like.
  • Familiarity with multiple engineering, survey, and/or scientific fields

Strong leader and communicator

  • Demonstrated ability to manage & supervise staff with different technical skills and educational background than your own
  • Well-developed written and oral communication skills
  • Strong interpersonal skills and the ability to work well independently and on a team.
  • Ability to communicate and work effectively within a multi-cultural workforce serving a diverse customer base.
  • The successful candidate should be creative, efficient, well-organized, resourceful and patient with advanced time management and customer service skills.
  • Experience working cooperatively with outside agencies and multiple stakeholders, vendors, and customers; experience in a matrixed organization
  • Knowledgeable of public sector organizational practices, including labor relations and financial management.
  • Strong proficiency in using MS Word and MS Excel with
  • Experience using construction management software such as Procore.

OTHER REQUIREMENTS:

Work Environment/Physical Demands

  • Able to lift and manipulate 20 pounds comfortably as needed for work in the field.
  • Work is typically performed in an office environment with the expectation that this Manager will periodically visit construction sites
  • Work is typically performed in a hybrid work environment with 3 days in office required, and occasional evening and weekend work for public meetings, major construction efforts, and participation in special events.
