Duties

Help

• Plans, develops, coordinates, and evaluates installation security programs, including Information Security (INFOSEC); Personnel Security (PERSEC); Operations Security (OPSEC); Antiterrorism/Force Protection (AT/FP); Physical Security.
• Interpret DoD, Army, and regulatory guidance to develop policies, procedures, training, and corrective actions.
• Develop security plans, threat assessments, training programs, exercises, and emergency response procedures.
• Advise leadership on terrorism threats, vulnerabilities, mitigation strategies, and protection requirements.
• Conducts OPSEC assessments, risk analyses, and reviews of information intended for public release.
• Establish countermeasures to prevent unauthorized disclosure, espionage, sabotage, or exploitation.
• Administer personnel security programs and manage clearance/access processes.
• Review clearance eligibility, access requirements, investigations, and security incidents.
• Oversee physical security plans and safeguards for facilities, equipment, personnel, and classified materials.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
• This position may require some TDY travel - approximately 20%.
• Must be certified in Antiterrorism Level II by USAMPS within 365 days of assuming these duties.
• Physical Security credentials from USAMPS required within 365 days of assumption of these duties.
• Must be OPSEC Level II certified within 365 days of assumption of these duties.
• This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• Must take and pass the following FEMA courses in support of the National Incident Management System: ICS-100, IS-700, IS-800, G-191, and G-775 within one year of assuming these duties.
• Must take and pass the following ATARRS course, Conventional Physical Security/Crime Prevention, course number 7H-31D/830-ASI H3 within one year of assuming these duties.
• On an infrequent basis, flexible hours, rotating hours, and occasional shift-work may be required.
• This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
• Incumbent must be able to obtain and maintain a Secret security clearance.
• Incumbent may be required to serve a one-year probationary period.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1. Performing security management functions, including assisting with the administration of physical, personnel, information, and operations security programs; 2. Conducting security inspections and assessments; 3. Interpreting security policies and regulations; 4. Preparing security plans, reports, and procedures; and/or 5. Supporting antiterrorism/force protection requirements, managing security clearance and access processes and providing guidance on security compliance and risk mitigation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
