Job Overview
Responsible for planning, organizing, directing and evaluating day-to-day activities of divisions within the Information Technology Department. The Deputy Chief Information Officer works with division managers and supervisors to plan, organize and deliver activities for each division. Oversight and delivery of operations across Information Technology is a core duty while also engaging in strategic planning with key stakeholders.
Responsibilities
- Organizes, plans, directs and manages activities of multiple divisions within Information Technology, assigning and monitoring work, providing technical assistance and direction to staff; reviewing reports and documents; developing and interpreting policies, standards and design guidelines; selecting, training and evaluating staff; setting goals and objectives; solving internal and external concerns.
- Oversees activities and delivery of operations across Information Technology with focus on service delivery and customer service; provides direction to operationalize and manage efficient, customer-service‑oriented services by coordinating processes and standards, attending meetings, recommending changes and resolving problems with customers.
- Coordinates projects with staff, stakeholders and consultants ensuring technically sound and innovative strategies and fully representing City’s interests; directs research, analyzes trends and makes recommendations to the Chief Information Officer on projects, programs, staffing and priorities.
- Thinks strategically, plans with vision and ensures timely, efficient and technically sound development of reports, analysis, designs, programs and related documents.
- Participates in IT governance meetings, makes presentations to City Council, public and professional groups as needed.
- Oversees and participates in the development and administration of the assigned division budget; assists with the department’s annual budget; forecasts funds; monitors and approves expenditures; and implements budgetary adjustments as appropriate.
- Reviews reports, monitors KPIs and discusses issues by reading and analyzing reports, researching similar documentation, writing summary reports with recommendations and responding to inquiries.
- Coordinating and maintaining positive relationships with outside agencies and project stakeholders while providing professional project and management assistance.
- Acts on behalf of the Chief Information Officer by coordinating department business in the Chief Information Officer’s absence.
- Demonstrates continuous effort to improve operations, service delivery, reduce turnaround times, streamline work processes and work cooperatively to provide quality seamless customer service; participates in development, implementation and revisions of job descriptions, standard operating procedures, metrics and strategic planning.
Qualifications
- Formal Education/Knowledge : Broad knowledge in a general professional or technical field; typically a Bachelor’s degree or equivalent.
- Experience : Minimum of seven years of related field experience.
- Certifications/Other Requirements : Valid Driver’s License.
- Reading : Ability to read state statutes, federal laws, technical reports and manuals, research papers, construction plans and specifications, correspondence, legal documents and ordinances at a college level.
- Math : Ability to perform advanced level algebra, geometry, trigonometry and calculus.
- Writing : Ability to write technical reports, summaries and correspondence at a college level.
- Managerial : Complex level managerial skills required for overseeing division performance and aligning staffing assignments.
- Budget Responsibility : Significant; responsible for final approval of at least one division budget and presentation of budgets to Senior Management.
- Policy/Decision Making : Significant; independently determines how objectives are achieved and resources needed.
- Technical Skills : Comprehensive application; advanced knowledge necessary for design and implementation of major programs.
- Interpersonal/Human Relations Skills : High; extensive interactions for policy development, communication and resource allocation.

- Assess assigned divisions, staffing, priorities, risks and major initiatives.

- Complete meetings with 90%+ of key stakeholders and direct reports.
- Complete 100% of division assessments documenting priorities, risks and opportunities.
- Establish 100% recurring management and reporting cadences.
- Identify and document 3 improvement opportunities.
6‑Month Objectives – Governance & Execution
Objective: Establish governance, accountability, performance visibility and workforce effectiveness.
- Implement performance reporting and operational oversight practices.
- Support execution of strategic initiatives and process improvements.
- Conduct workforce development and leadership consistency activities.
Measures of Success
- Implement KPI reporting for 90%+ of assigned divisions/functions.
- Ensure 90%+ of major initiatives include documented status, milestones and risks.
- Conduct development discussions with 100% of direct reports.
- Implement 2 measurable process or service improvements.
12‑Month Objectives – Optimization & Organizational Value
Objective: Demonstrate measurable organizational value, leadership effectiveness and operational maturity.
- Improve organizational transparency, prioritization and accountability.
- Support workforce development and stakeholder engagement.
- Deliver measurable operational or governance improvements aligned to organizational priorities.
Measures of Success
- Achieve documented improvement in 3 organizational performance areas through KPI reporting, delivery performance, service metrics or stakeholder outcomes.
- Maintain 95%+ on‑time executive reporting cadence.
- Complete workforce development and succession planning discussions for 100% of direct reports.
- Deliver 3 documented operational or governance improvements with measurable outcomes.
