Duties & Responsibilities:
The Anti-Terrorism (AT) Program Coordinator (ATPC) will furnish services incidental to the Antiterrorism operations to include the following:
- Develop and disseminate AT plans, guidance, and mandatory standards for protecting ARNG personnel, information, critical resources, key assets, and critical infrastructure from acts of terrorism.
- Develop and disseminate AT specific Risk Assessments for special events, mobilizations, assets, facilities, and installations.
- ATPC will develop required annual and emergent Threat Assessments for special events, mobilizations, assets, facilities, and installations.
- Develop and disseminate a Random Antiterrorism Measures Program (RAMP) to all subordinate units within the State and tracking RAMP measures implemented throughout the State.
- Prepare and maintain contingency plans for the mitigation, alert, response, recovery, and reporting of terrorist events or actions.
- ATPC will coordinate with Federal, State, Local and Military law enforcement to develop, update, and support the State AT program and share critical resources.
- Coordinate with Federal, State, Local and Military law enforcement in the conducting, publishing and dissemination of annual State specific threat assessments and assist subordinate elements in conducting localized threat assessments.
- ATPC will ensuring Level I-IV AT Training and Security Engineering is conducted and tracked for all ARNG personnel within the State and ensuring AT training is incorporated into unit training plans and pre-mobilization training.
- Develop and plan annual State level AT exercises.
- Conduct annual vulnerability assessments for subordinate installations, facilities and sites and pre-deployment vulnerability assessments for deploying units.
- ATPC will conduct annual AT program reviews and evaluation of subordinate AT programs.
- Organize command and staff relationships in regards to AT and assistance in the establishment of a functional AT Committee and Threat Working Group.
- ATPC will manage AT resource management and ensuring AT funding requirements are identified during the Program Objective Memorandum (POM) and prioritized based on threat, vulnerability, and criticality.
- Manage AT Program compliance IAW the AR525-2, Army Protection Program (APP)
- Manage State Core Vulnerability Assessment Management Program (CVAMP) entries.
- ATPC will support in conducting AT review of military construction (MILCON) projects.
- ATPC will maintain State AT program products on both the ARNG community within the Antiterrorism Enterprise Portal (ATEP), and the Force Protection page On Guard Knowledge Online (GKO).
- Manage ATO in the designation of High-Risk Personnel within the State and ensuring individuals so designated receive appropriate resources and additional training per AR 190-58.
- The Anti-Terrorism (AT) Program Coordinator (ATPC) shall have the right to invoice the State for reasonable travel charges incurred while fulfilling contractual obligations with prior approval of such expenses including mileage, lodging and meals.
- Anti-Terrorism (AT) Program Coordinator (ATPC) and Government representative shall conduct an inventory of all Government furnished equipment within ten days of commencement of services. The Anti-Terrorism (AT) Program Coordinator (ATPC) shall sign a receipt for all furnished equipment. The Anti-Terrorism (AT) Program Coordinator (ATPC) and Government representative shall determine the working condition of all equipment.
- Anti-Terrorism (AT) Program Coordinator (ATPC) will perform other duties as assigned.
Knowledge, Skills, and Abilities (KSAs):
- Ability to successfully meet and maintain all installation access requirements, including eligibility for a National Agency Check (NAC) and Common Access Card (CAC) access
- Knowledge of Army Antiterrorism (AT) policies, regulations, and guidance, including AR 525-2 and the Army Protection Program (APP)
- Skill in developing, implementing, and managing large-scale Antiterrorism programs across multiple locations
- Skill in conducting risk, threat, and vulnerability assessments for installations, facilities, and special events
- Skill in coordinating with Federal, State, Local, and Military law enforcement agencies and stakeholders
- Ability to analyze complex security data and develop actionable recommendations
- Ability to communicate effectively both orally and in writing with senior leadership and external partners
Minimum/General Experience:
- Minimum of 3 years of experience in Antiterrorism (AT), Force Protection, Physical Security, or related security disciplines, with experience supporting or managing security programs, risk assessments, and coordination with law enforcement or military organizations .
- Must successfully meet and maintain all installation access requirements, including eligibility for a National Agency Check (NAC) and Common Access Card (CAC) access
Required Certifications:
- Anti-Terrorism (AT) Program Coordinator (ATPC) must be Level II Certified;
- Must have attended the Army Reserve National Guard (ARNG) Security Engineering Course.
Minimum Education:
- High School Diploma, or equivalent
