Trade Compliance Manager

Opportunity Williams International has an exciting opportunity for a Trade Compliance Manager to join our team. The Trade Compliance Manager will coordinate the company’s export licensing and compliance requirements, including the ongoing development, implementation, execution (including training and auditing), and oversight of the export compliance program to ITAR, EAR, OFAC, and FTR. This position is 100% on-site. Responsibilities Develop and program‑manage the company’s export compliance program, working closely with senior leadership to develop or update policies and guidance. Conduct internal compliance training and general export awareness training for all relevant employees. Provide expert advice and guidance on export defense articles, technical data, and defense services under ITAR, and on military, commercial, dual‑use items under EAR. Provide expert advice on shipments and compliance with the Foreign Trade Regulations (FTR). Provide expert advice regarding countries, entities, and individuals subject to OFAC restrictions. Support senior leadership in addressing export issues in existing programs and new business opportunities. Determine and certify appropriate legal authority for exports or defense articles, technical data, defense services, dual‑use commodities/technologies, or military commodities regulated by EAR. Investigate any aspect of a proposed export or temporary export, verifying legality of transactions and accuracy of information. Prepare and administer license applications and agreements requiring U.S. Government approval for the export of technical data, hardware, services, and coordinate potential imports, liaising with U.S. Government officials as needed. Handle ITAR licensing (preparation, submission, implementation of approval) and compliance. Handle EAR licensing (preparation, submission, implementation of approval) and compliance. Ensure subsidiary implementation of the company export compliance manual, including training on ITAR, EAR, customs requirements, export/import documentation, license management, and record keeping. Provide ongoing updates to the company export compliance manual based on regulatory changes. Maintain an Export and Import Control Database and Tracking system for managing licenses, agreements, correspondence, and training. Conduct and participate in internal export compliance audits on a periodic basis. Investigate potential non‑compliance matters, coordinate reports with senior management, and prepare voluntary disclosures with outside advisors or counsel as directed. Direct corrective actions as necessary to maintain compliance. Requirements Bachelor’s degree with a minimum of 10 years of experience in ITAR, EAR export licensing and compliance and FTR compliance. Strong knowledge of export/import regulations (ITAR, EAR, FTR, OFAC) and related compliance programs. Demonstrated ability in strong writing, communication, training, research, organization, assessment, and business acumen. Strong Microsoft Excel and Word skills; proficiency in Project is a plus. Working knowledge of EAR export licensing and compliance. Familiarity with other U.S. Export Regulatory Requirements (OFAC, ANTIBOYCOTT, BATFE, FCPA). Experience managing government contracts subject to ITAR compliance. U.S. Citizenship is required. Ability to obtain a U.S. Government Security Clearance, if required.
