POSITION PURPOSE:

Lead the planning and development of the Oklahoma VOAD Capacity Corps, a proposed AmeriCorps program designed to strengthen the capacity of Voluntary Organizations Active in Disaster (VOAD), emergency management agencies, and other disaster-serving organizations across Oklahoma. The Program Coordinator will build and maintain strategic partnerships, assess organizational and community needs, identify future AmeriCorps volunteer service opportunities, develop host-site relationships and requirements, and coordinate development of the program systems, training framework, and partnership agreements necessary for successful implementation.


The position will work closely with Oklahoma disaster response and recovery organizations, emergency management agencies, community partners, and American YouthWorks (AYW) staff to develop a sustainable, launch-ready AmeriCorps program that increases disaster preparedness, response, recovery, and community resilience capacity throughout Oklahoma.

ESSENTIAL FUNCTIONS AND BASIC DUTIES:

Under the direct supervision of the OKCC Operating Site Director, the VOAD Capacity Corps Program Coordinator will perform the following functions:

  1. Program Planning and Development
    1. Lead the VOAD Capacity Corps planning process, including discovery and assessment, program design, partnership development, and launch-readiness activities.
    2. Conduct stakeholder interviews, listening sessions, surveys, and other assessment activities and develop an Oklahoma Disaster Capacity Assessment identifying organizational needs, service gaps, geographic priorities, potential host organizations, and opportunities for AmeriCorps service.
    3. Coordinate development of the VOAD Capacity Corps service model and site-based placement framework, including host-site expectations, supervision standards, communication procedures, member support systems, and monitoring requirements.
    4. Develop a Launch-Ready Implementation Plan incorporating findings from the planning process and identifying committed host sites, service activities, staffing and supervision structures, training requirements, recruitment strategies, cost-share expectations, compliance systems, implementation budget, and other components necessary for program launch.
  2. Partnership and Stakeholder Development
    1. Develop and maintain strategic relationships with disaster-serving organizations throughout Oklahoma, including Oklahoma VOAD, local VOAD organizations, nonprofit organizations, state and local emergency management agencies, Tribal partners, government agencies, and other organizations involved in disaster preparedness, response, recovery, and community resilience.
    2. Coordinate the development and ongoing engagement of an Oklahoma Disaster Advisory Team representing VOAD organizations, emergency management agencies, nonprofit organizations, and other key stakeholders to inform program planning and implementation.
    3. Identify and evaluate prospective host sites based on organizational capacity, demonstrated need, supervisory capacity, AmeriCorps requirements, and readiness to support an AmeriCorps member; work with selected partners to develop meaningful, compliant service activities and position descriptions.
    4. Coordinate and participate in stakeholder convenings, presentations, meetings, site visits, advisory committees, trainings, exercises, conferences, and other engagement opportunities relevant to program development, disaster services, emergency management, and national service.
  3. Host-Site and Program Infrastructure
    1. Develop host-site resources, including a Host Site Handbook and Site-Based Placement Playbook, outlining partner responsibilities, supervision expectations, AmeriCorps requirements, communication procedures, member support, and program monitoring.
    2. Coordinate development and execution of Memoranda of Understanding (MOUs), host-site commitments, and other partnership documents necessary to establish launch-ready service opportunities.
    3. Work with the OKCC Operating Site Director, Conservation Corps leadership, and prospective partners to develop a sustainable host-site cost-share framework to support future program implementation.
    4. Support development of the VOAD Capacity Corps recruitment strategy, including recruitment partnerships, candidate pipelines, outreach approaches, and strategies for reaching individuals interested in disaster services, emergency management, public service, and related careers.
  4. Training, Compliance, and Organizational Coordination
    1. Work with AYW Disaster Training staff and external partners to develop a Disaster Service Competency Framework and Training and Certification Matrix identifying core knowledge, skills, training, and certifications appropriate for future VOAD Capacity Corps AmeriCorps members.
    2. Coordinate with AYW Compliance staff to adapt applicable AmeriCorps policies and procedures for the proposed program, including member eligibility and enrollment, National Service Criminal History Checks, timekeeping, documentation, prohibited activities, host-site monitoring, and member record requirements.
    3. Coordinate with the OKCC Operating Site Director, Conservation Corps leadership, Disaster Training, Compliance, Member Services, Finance, and other AYW departments to ensure the proposed program can be effectively integrated into existing organizational systems.
  5. Documentation, Reporting, and Project Coordination
    1. Track planning activities, partner engagement, prospective host sites, milestones, commitments, and deliverables, and maintain organized records necessary for program development, institutional knowledge, and grant reporting.
    2. Assist with preparation of grant reports, planning documents, program policies, presentations, budgets, and future AmeriCorps funding applications related to implementation of the VOAD Capacity Corps.
  6. Attend relevant team and organizational meetings and perform other duties as assigned.

QUALIFICATIONS:

Minimum Required

EDUCATION / CERTIFICATION:

  • Associate degree in emergency management, public administration, nonprofit management, community development, or a related field, or an equivalent combination of education, training, and directly related experience.
  • Three years of related professional experience in AmeriCorps or national service, disaster preparedness or response, emergency management, nonprofit or community-based program development, volunteer management, partnership development, workforce development, or grant-funded programming.

Preferred

EDUCATION / CERTIFICATION:

  • Bachelor's degree in emergency management, public administration, nonprofit management, community development, or a related field.
  • FEMA Independent Study, Incident Command System (ICS), Community Emergency Response Team (CERT), VOAD, or other relevant disaster preparedness, response, recovery, or emergency management training.

EXPERIENCE:

  • Experience with AmeriCorps, national service, VOAD organizations, emergency management agencies, or other disaster-serving organizations.
  • Experience developing new programs, service models, host-site partnerships, or community-based initiatives.
  • Experience supporting grant-funded programs, including reporting, compliance documentation, contracts, or partner agreements.

KNOWLEDGE/SKILLS/ABILITIES

KNOWLEDGE: 

  • General understanding of disaster preparedness, response, recovery, and community resilience systems.
  • Familiarity with AmeriCorps, national service, volunteer management, or service-based programming.
  • Understanding of partnership development, stakeholder engagement, and community-based program development.
  • Working knowledge of project coordination, documentation, reporting, and recordkeeping practices.
  • Proficiency with Google Workspace, Microsoft Office, spreadsheets, databases, and other standard business and project-management applications.

PHYSICAL ACTIVITIES:

HEARING: Ability to hear and understand ordinary conversations and information in person, by telephone, or through virtual communication platforms.

TALKING: Ability to communicate clearly and effectively with staff, partners, stakeholders, and groups in person, by telephone, virtually, and in presentations or meetings.

VISION:  Ability to read documents, view computer screens, review written materials, and operate standard office equipment.

MANUAL DEXTERITY: Ability to operate computers, mobile devices, presentation equipment, and other standard office equipment.

REPETITIVE MOTIONS:  Regular use of computers, keyboards, mobile devices, and other office equipment; frequent sitting, standing, walking, and movement associated with site visits.

PHYSICAL STRENGTH: Ability to travel to meetings, partner organizations, trainings, conferences, emergency management facilities, service sites, and other locations associated with program planning and development.

WORKING MODEL AND CONDITIONS:

ENVIRONMENT:  Primarily in-person/on-site, with regular work conducted in office, partner, community, training, meeting, and field-site environments throughout Oklahoma.

INDOORS: Environmentally controlled office, meeting, training, or partner locations with regular interaction with staff and external stakeholders.

OUTDOORS:  Some work may occur outdoors or in disaster-affected, recovery, training, exercise, or service-site environments. Conditions may include heat, cold, rain, or other inclement weather.

ATTENDANCE:  Monday through Friday, 40-hour work week. Occasional evening/ weekend work may be required for meetings, trainings, exercises, conferences, special projects, or due dates.

TRAVEL: Regular travel throughout Oklahoma for partner. Occasional travel may be required for AmeriCorps activities, conferences, workshops, trainings, and staff retreats.
