Director of Facilities Management

JOB SUMMARY: The Director of Facilities Management serves as the Authority's principal representative for the physical management, condition, improvement, and long-term stewardship of Boardwalk Hall and the Atlantic City Convention Center.

The Director oversees the Authority's facilities management company and serves as the Authority's representative for major facility initiatives and capital projects. The position is responsible for identifying and prioritizing facility needs, overseeing large-scale capital improvements, addressing structural and infrastructure priorities, and ensuring that the buildings remain safe, functional, accessible, well-maintained, and visually appealing.

The Director works collaboratively with the facilities management company, Authority staff, architects, engineers, contractors, consultants, regulatory agencies, and other stakeholders. The position operates with significant independence and provides recommendations to the Executive Director and governing body regarding facility conditions, capital priorities, budgets, projects, and long-term needs.

This position is focused on the physical facilities and capital assets and is not responsible for convention sales, event booking, or event operations.

KEY RESPONSIBILITIES:

1. Oversee the performance of the Authority's facilities management company in the maintenance and operation of Boardwalk Hall and the Atlantic City Convention Center.
2. Develop, prioritize, and oversee the Authority's capital improvement program, including major renovations, structural improvements, building systems, infrastructure, deferred maintenance, and customer-facing improvements.
3. Identify and evaluate facility conditions, deficiencies, safety concerns, deferred maintenance, and long-term capital needs and develop recommendations and priorities for addressing them.
4. Manage and coordinate large and complex capital projects through planning, design, permitting, procurement, construction, and completion.
5. Oversee the planning and execution of capital improvements and facility modifications, including coordination of required permits, approvals, historic preservation requirements, building codes, and other applicable regulatory requirements, particularly for work affecting Boardwalk Hall as a historic property.
6. Ensure projects are delivered within approved budgets and schedules and meet Authority objectives, quality standards, and applicable requirements.
7. Monitor the facilities management company's performance, including maintenance, preventive maintenance, facility condition, appearance, responsiveness, and compliance with contractual requirements.
8. Oversee improvements to customer-facing areas, including public spaces, entrances, restrooms, signage, wayfinding, accessibility, finishes, lighting, and other improvements that enhance the appearance, functionality, and overall experience of the facilities.
9. Prepare project cost estimates, capital funding requests, budgets, reports, and presentations for Authority executive staff, the governing body, and its committees.
10. Coordinate with Authority support functions, including Legal, Finance, Insurance, Information Technology, and other departments as appropriate.
11. Oversee or participate in the selection and management of architects, engineers, construction managers, contractors, consultants, and other vendors in accordance with Authority policies and procedures.
12. Coordinate with governmental, regulatory, and historic preservation agencies regarding permits, approvals, inspections, codes, regulations, and other requirements applicable to facility improvements and capital projects.
13. Manage special studies, facility assessments, due diligence assignments, and other initiatives as directed by the Executive Director.
14. Make hiring recommendations and manage and develop assigned Authority staff.
15. Perform other duties as assigned by the Executive Director.

QUALIFICATIONS AND REQUIREMENTS :

• Bachelor's degree in Facilities Management, Engineering, Construction Management, Architecture, Business Management, or related field, preferred but not required.
• Minimum of 10-15 years of progressively responsible experience in facilities management, capital project management, construction management, owner representation, asset management, or a related field involving complex facilities.

• Demonstrated experience overseeing large-scale capital projects from planning and design through construction and completion.
• Experience overseeing a third-party facilities management or property management organization preferred.
• Experience with large public, institutional, hospitality, convention, entertainment, or similarly complex facilities preferred.
• Strong knowledge of building systems, capital planning, construction, maintenance, permitting, and regulatory requirements.
• Strong budgeting, cost estimating, project scheduling, contract management, and problem-solving skills.
• Excellent written and verbal communication skills, including the ability to communicate complex facility and project matters to executive leadership and governing bodies.
• Demonstrated leadership, sound judgment, initiative, integrity, and ability to manage multiple complex priorities.
