Job Description Summary Under the supervision of the Property and Evidence Supervisor, the Property and Evidence Officer is responsible for clerical and technical tasks related to the receipt, storage and disposal of property and evidence for the Goodyear Police Department. The ideal candidate brings a minimum of two years of experience in property and evidence management in a law enforcement environment, has a proven track record of attention to detail, and demonstrates knowledge of evidence storage in accordance with Arizona statutes and industry standards. Strong written and verbal communication skills are essential; a certificate from the International Association of Property and Evidence is preferred. Location and Compensation Location: Goodyear, AZ. Essential Functions Receives items of evidence collected by police officers, verifies inventories and logs to store all items orderly for quick retrieval, preserving chain of custody. Maintains integrity of evidence by documenting chain of evidence properly and storing and preserving evidence per department and court standards, testifying in court as necessary. Prepares paperwork and transports property to other agencies and crime labs, drives city vehicles responsibly, lifts and loads property to prevent damage, and is familiar with external facilities. Processes firearms entering and leaving the evidence room with appropriate agencies such as ATF and NCIC. Determines disposition of property, coordinating with courts or city policy, arranging sale at auction or destruction, and transports property to appropriate sites. Packs evidence, tags and marks property, enters computation into the inventory system, and ensures proper packaging for items such as money, narcotics, firearms and other sensitive items. Responds to inquiries professionally, including officers, citizens, and courts, and maintains proper procedure when releasing property. Testifies in court as necessary. Requirements Formal education: high school diploma or equivalency; completion of six‑month to one‑year vocational, business, or technical training programs. Advanced study may be obtained from community college, vocational, business, or technical schools. Experience: Minimum two years in property and evidence field in a law‑enforcement environment. Certifications: Valid driver’s license; International Association of Property and Evidence certificate within 12 months of hire. Knowledge: Proficiency in Arizona statutes governing evidence storage, ability to read legal documents, and ability to apply standard operating procedures. Skills: Strong written and verbal communication, basic math proficiency, ability to write reports, and ability to supervise seasonal assistants. 12‑Month Objectives 3‑Month: Complete mandatory training, review organizational structure, study Section 4 of Goodyear City Code, and demonstrate understanding of intake and release procedures. 6‑Month: Demonstrate understanding of dispositions, purge and transport; assist in audit; obtain Level B Terminal Operator Certificate; achieve 100% compliance during audit; identify and implement two workflow improvements. 12‑Month: Obtain IAPE certification; complete all internal training; perform full inventory reconciliation of a major storage section; achieve proficiency in system, reporting, and audit functions.
