CRT Clinical Supervisor
The Licensed Clinical Supervisor supervises the Douglas County Community Response Team clinicians and may fill in for CRT clinicians when needed. This role is essential to ensuring that clinical staff meet licensing requirements if applicable and clinical best practices in the context of a Co-Responder team that pairs a clinician with law enforcement officers.
This is a full-time supervisory, program management, program development, and crisis response position. The Clinical Supervisor oversees clinical activities, works alongside law enforcement partners and other County Co-Responders, and provides supervisory guidance for clinicians engaged in emergency response to individuals experiencing a behavioral health crisis in the community. The working environment is innovative and fast-paced.
As embedded Co-Responders with law enforcement, CRT clinical staff may witness criminal activity, alleged crimes, or law enforcement actions while responding to calls for service. Due to this unique role, they may be asked to provide a written witness statement or participate in interviews related to these events.
Generally, the hiring range is $78,354-$97,942 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

Examples of Duties:
- Oversee the role, policy, procedure, protocols, evaluation tools and training of the clinical staff partnering with law enforcement as members of the Community Response Team to maximize the benefit to clients served by CRT.
- Work in coordination with all CRT members, other County Co-Responders, the Mental Health Division Manager and other Douglas County Mental Health Division staff leading mental health programs.
- Act as a CRT clinical liaison to the Douglas County Mental Health Collaborative, its steering committee and the CRT leadership team.
- Form and maintain relationships with community partners with whom CRT directly coordinates including, but not limited to, Walk-In Crisis, Crisis Stabilization, Acute Treatment, in-patient hospitals, medical/surgical hospitals and emergency departments, behavioral healthcare providers, courts, withdrawal management services, Behavioral Health Administration, etc.
- Collaborate with Douglas County Department of Human Services, and other County departments as needed.
- Build and maintain a healthy, productive team environment among the clinicians and ensure their integration within the broader Mental Health Division and the Department of Human Services.
- Regularly review clinical notes for quality and accuracy and offer feedback to clinicians as needed.
- Provide direct supervision of community-based CRT lead and regular clinicians who are responsible for identifying, assessing, stabilizing, supporting community members with the goal of reducing imminent risk and increasing coping skills and functioning and accessing appropriate treatment.
- Ensure that there are relevant trainings for clinical staff on an ongoing basis.
- Directly and immediately address personnel issues or issues that may arise with partners.
- Take a leadership role, in coordination with the Mental Health Division Manager, in program management and development.
- Oversee data collection and reporting of the CRT program. Provide a minimum of quarterly data updates to CRT leadership, or more frequent as requested.
- Coordinates with Clinicians for coverage of clinical shifts as needed (sick days, vacation, training, etc.), in coordination with law enforcement partners and in alignment with County policy.
- Maintain an accurate, accessible schedule of clinical staff and coordinate with law enforcement partners, the Mental Health Division Manager and Resource Specialist Supervisor using a shared calendar.
- Provide supervision through 1:1 and group meetings on a regularly scheduled basis to review schedules, time off requests, clinical issues and case successes and concerns.
- Provide clinical supervision on a regularly scheduled basis (may differ for licensed and non-licensed clinicians) and on an emergency or crisis basis as needed.
- Be available for crisis consultation or assign crisis coverage to a licensed, lead clinician.
- Complete onboarding of new employees to include scheduling ride-alongs, reviewing policies and procedures, setting up and training in the Julota platform, reviewing training progress, signing off on training completion and working with the Mental Health Division Manager to ensure that all supplies are secured and available.
- Attend relevant meetings as requested.
- Write, edit and maintain CRT program policy and procedure. Consult with the DHS Community Relations and Compliance Manager as needed.
- Assign referrals and monitor response times to ensure CRT response occurs within 72 hours or less.
- Communicate any CRT (clinician/law enforcement) planned absences, schedule adjustments and coverage plan to the CRTs, CRT law enforcement leaders, the Resource Specialist Supervisor and Mental Health Division Manager.

- The Douglas County Community Response Team Policy contains detailed information regarding CRT Clinician expectations and requirements and is available for review upon request.
- Perform other duties as assigned.
Ensures clinicians in the field as co-responders do the following:
- Develop and maintain effective and professional working relationships with their colleagues and with other community professionals.
- Work alongside law enforcement, treatment providers and other partners as members of a multi-disciplinary team devoted to linking the individual and their families to the appropriate treatment services to address mental health and/or substance use disorder needs.
- Conduct psychosocial evaluations for individuals experiencing an acute psychiatric emergency in a variety of community-based settings and act as needed and allowed by law, to ensure the safety of the individual, family members and the community.
- Develop effective safety/crisis intervention plans that are client-centered and support strong therapeutic principles and partnerships with clients and their families.
- Ensure these plans are available and shared with the assigned Resource Specialist.
- Coordinate immediate placement and follow-up services with community providers and leverage the assigned CRT Resource Specialist to assist.
- Provide care/support to families that demonstrates cultural awareness and respect of their cultural beliefs, customs, and norms.
- Follow policies and procedures outlined by the County.
Minimum Qualifications:
- Master's degree in counseling, psychology or human services required.
- Must be licensed (LPC, LMFT, LCSW).
- At least five years of treatment experience in a mental health setting is required.
- At least three years of Co-Responder or crisis experience is preferred.
- At least three years of clinical supervisory experience required; can be concurrent with above experience.
- A combination of education and experience may be considered.
Certifications, Licenses, & Registrations:
- Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
- Must be licensed (LMFT, LCSW, LPC) and in good standing.
- This position requires successful completion of a criminal background check including fingerprinting through a national database.
