For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the U.S. Fish and Wildlife Service (FWS). These experienced professionals provide administrative, scientific, technical, and operational support to the U.S. Fish and Wildlife Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. This position is funded for 645 hours.

Sheldon National Wildlife Refuge protects over 575,000 acres of high desert habitat in the Great Basin while supporting one of the few National Wildlife Refuges that remains open to mineral location under the General Mining Law of 1872. This unique setting requires innovative management that balances conservation of refuge resources with the administration of valid existing mining rights.

Qualifications:

BA/BS Degree in Geological sciences, earth science, geoscience, engineering geology. MA/MS preferred.
  • The position requires the professional application of geologic principles to evaluate mineral resources, mining activities, reclamation measures, and resource impacts, consistent with the OPM Geology Series (GS-1350).
  • ?Knowledge of geology, mineral resources, surface mining operations, and mine reclamation principles.
  • ?Knowledge of the General Mining Law of 1872 and related federal laws, regulations, and policies governing mineral development on public lands.
  • ?Ability to evaluate mining proposals, plans of operation, access requests, and reclamation plans for technical adequacy and environmental impacts.
  • ?Knowledge of environmental compliance requirements, including NEPA and related natural resource laws and policies.
  • ?Skill in conducting geologic field investigations, interpreting geologic data, and preparing technical reports.

Duties:

Sheldon National Wildlife Refuge has a unique and legally complex mineral management issue. The ESP would develop the Refuge's first comprehensive surface mining management program, balancing valid existing mining rights under the 1872 Mining Law with the USFWS mission to conserve refuge resources.
  • Develop a surface mining management plan which includes technical guidance, policies and procedures for mineral operations 40%
  • Evaluate mining proposals, plans of operation, reclamation plans 20%
  • Conduct geologic investigations and field assessments to evaluate mineral resources, mining activities, impacts, reclamation needs. 15%
  • Develop technical standards and best management practices for mine operations, access, infrastructure, reclamation. 15%
  • Provide technical expertise and guidance to refuge staff on mineral management, permitting, environmental compliance. 5%
  • Coordinate with partners to facilitate effective mineral management, environmental compliance, and planning. 5%

  • Required Certifications: Valid state driver?s license to conduct field visits as needed.
