Washington Street, Suite 280, Phoenix, Arizona 85007 This position may offer the ability to work remotely, in Arizona, to include in-office hoteling, based on the department’s business needs and continual meeting of expected performance measures. Must have the ability to commute and utilize Phoenix office hoteling space as needed. Posting Details: Salary: $54,000 - $57,000 Grade 19 Salary determined by experience. Position will remain open until business needs are met. Job Summary: This position is one of several Housing Compliance Officers that monitor state and federally assisted rental properties for compliance with various federal and state laws and guidelines. This position consists of significant travel in Arizona. Other duties as assigned. This position may offer the ability to work remotely, in Arizona, to include in-office hoteling, based on the department’s business needs and continual meeting of expected performance measures. All work, including remote work, shall be performed within Arizona. Job Duties: This position is one of several Housing Compliance Officers that monitor state and federally assisted rental properties for compliance with various federal and state laws and guidelines. Monitoring will include visits to emergency shelters and housing utilized as transitional housing for homeless populations. Assisted properties include properties financed through Federal or State Low‑Income Housing Tax Credits (LIHTC), private activity bonds, the HOME Program, State/National Housing Trust Funds, and other financing sources. This position requires frequent and extensive travel throughout the state to visit properties on‑site. Inspections include comprehensive physical inspections of residential units to ensure compliance with the National Standards for the Physical Inspection of Real Estate (NSPIRE) guidelines. Simultaneously conduct a detailed administrative review/audit in accordance with the HOTMA (Housing Opportunity Through Modernization Act) final rule, verifying property adherence to updated HUD regulations concerning income calculations, asset limits, and verification procedures to guarantee all units are leased to qualified low‑income households. In addition to traveling and conducting property inspections/audits, this position is required to follow up all monitoring visits with written reports, participate in training opportunities, assist in the update of compliance materials, review annual reports, and maintain organized, complete and accurate monitoring files and database maintenance. Knowledge, Skills & Abilities (KSAs): Candidates must possess sufficient education or job‑related experience demonstrating an ability to perform the duties of the position. Highest qualified candidates will have experience in or knowledge of requirements of rental housing financed through the LIHTC Program, HOME, State/National Housing Trust Fund and other public subsidies, and/or have prior property management or monitoring experience, and hold (preferred) a certificate of training in the UPCS, NSPIRE, or Housing Quality Standards (HQS). Candidate must be detail oriented and organized and demonstrate an ability to communicate effectively both verbally and through written means. Must have the ability to interpret and explain State and Federal regulations including the HOTMA final rule and possess the ability to work amicably with other professionals in the role of providing this service for a State agency. A valid Arizona Driver License and acceptable driving record required.
