Recruitment Number 26-214LM Juvenile Counselor IV (DL/Temporary) SR-22 Honolulu Oahu. Note: This position is full-time temporary not to exceed June 30 2027 (may be extended on a year to year basis). Work Location: The position is located at the Home Maluhia (shelter) located in Honolulu Oahu. Notes:
1) This position requires a current and valid drivers license to operate a motor vehicle.
2) This position requires applicants to work on a rotating shift basis. You must be willing and able to work weekends nights holidays and rotating shifts; and work outside of normally scheduled work hours.Summary of Duties
Supervises and participates in the therapeutic counseling and allied rehabilitative services for juveniles requiring temporary shelter in a non-secured facility; supervises and participates in the investigation evaluation and assessment of juveniles problems and recommends develops and implements appropriate treatment/rehabilitation; authorizes shelter for juveniles; makes referrals to community resources and agencies for services; provides direction to subordinates concerning the handling of cases; assigns and evaluates work performance of subordinates; and performs other duties as required.
Minimum Qualification Requirements
Education Requirement : Bachelors degree from an accredited college or university with a minimum of 12 semester credit hours in a social science.
Excess work experience as described under Specialized Experience below or any other responsible administrative professional or analytical work experience which provided knowledge and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a bachelors degree may be substituted on a year-for-year basis. To be acceptable the experience must have been of such scope level and quality as to assure the possession of comparable knowledge and abilities. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically. Specialized Experience Requirement : Two and one half (2½) years of progressively responsible professional experience involving counseling to individuals and/or their families which demonstrated the application of the knowledge of the behavioral and social sciences. Examples of qualifying experience are performance of duties such as educational counseling and/or guidance vocational rehabilitation psychological or pastoral counseling probation or parole services counseling. Supervisory Aptitude : For Level IV applicants must possess supervisory aptitude. Supervisory Aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential. Substitutions Allowed : 1) Successful completion of one (1) year of graduate study in an accredited school of social work; or major in counseling psychology sociology criminal justice administration or educational psychology from an accredited college or university may be substituted for one-half (½) year of specialized experience. 2) Successful completion of two (2) years of graduate study in an accredited school of social work; or major in counseling psychology sociology criminal justice administration or educational psychology from an accredited college or university may be substituted for one (1) year of specialized experience. 3) Masters degree in Social Work from an accredited school of social work; or Masters degree in counseling psychology sociology criminal justice administration or educational psychology from an accredited college or university may be substituted for one and one-half (1½) years of specialized experience. 4) Ph.D. in Social Work from an accredited school of social work; or Ph.D. in counseling psychology sociology criminal justice administration or educational psychology from an accredited college or university may be substituted for two and one-half (2½) years of specialized experience. Selective Certification Requirement - Drivers License: Due to the driving duties of the position applicants must possess a valid and unexpired drivers license to operate a motor vehicle. Prison Rape Elimination Act (PREA) Requirement: In accordance with the PREA Federal law the Hawaii State Judiciary shall not hire or promote anyone who may have contact with detainees in juvenile facilities and lockups with inmates detained in a prison or jail or with residents of community confinement facilities who: a) Has engaged in sexual abuse in a prison jail lockup community confinement facility juvenile facility or other institution;
b) Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force overt or implied threats of force or coercion or if the victim did not consent or was unable to consent or refuse;
c) Has been civilly or administratively adjudicated to have engaged in the activity described in b above; or
d) Has been the subject of substantiated allegations of sexual abuse or sexual harassment or resigned during a pending investigation of alleged sexual abuse or sexual harassment.Supplemental Information
