Responsibilities You will lead one or more compliance programs (e.g., hazardous waste, underground storage tanks, aboveground storage tanks, spill preparedness and response, wastewater, drinking water, environmental management, munitions, medical waste, etc.) You will be responsible for administering environmental programs and providing engineering services. You will serve as the lead technical expert, subject matter expert, and coordinator for Environmental Compliance Programs. You will assist the Supervising Environmental Engineer with the development and execution of plans, monitoring programs, correspondence, point papers, meetings, committees, briefings, training, etc. You will identify compliance requirements, permits, and variances needed for construction projects. You will perform additional duties at the direction and discretion of supervisors/leadership. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a technical expert to develop, plan, and implement major environmental compliance programs; 2) Authoring scopes of work, permits, and environmental impact documentation; 3) Reviewing engineering plans and specifications to ensure strict compliance with all laws, rules, and regulations; 4) Coordinating with contractors and multi-disciplinary teams; 5) Tracking short-term and long-term program goals 6) Evaluating policy changes to advise leadership regarding abatement and environmental management systems (EMS). Additional qualification information can be found from the following Office of Personnel Management website: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Successful completion of a bachelor's degree or higher in toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology. OR Successful completion of a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
