Assistant Program Manager

Job Summary The Financial Aid Program Specialist (Assistant Program Manager) serves as a primary lead for the oversight and administration of specific federal, state, or institutional programs as assigned. This dynamic position manages day‑to‑day operations, ensures strict regulatory compliance, and provides a high level of service aligned with the University of Michigan‑Dearborn mission. Responsibilities Lead oversight of one or more assigned federal, state, private, or institutional programs. Ensure program activities comply with federal and state regulations and university policies. Transmit files between the Department of Education and the university, resolving processing issues or rejects for federal disbursement records and state awarding rosters. Conduct monthly program reconciliation in coordination with Financial Services. Perform transfer monitoring and review over‑award/compliance reports, making necessary adjustments to student records. Analyze family financial strength from tax returns, income sources, and assets to determine aid eligibility. Exercise discretion to adjust data elements while maintaining strict confidentiality. Serve as primary contact for students and staff on program‑specific issues, resolving disbursement barriers. Assist in developing and implementing new procedures, manuals, and forms for process improvement. Collaborate with FA leadership to prioritize Banner (SIS) enhancements to improve processing efficiency. Represent the university at professional organizations and conferences. Required Qualifications Bachelor’s degree or equivalent combination of education and experience. Minimum 2‑3 years of experience in financial aid, IT, or a related field. Experience serving diverse populations. High‑level ability to collect, compile, and analyze data to produce reports. Must not be in default or over‑payment on any Title IV Federal Programs. Outstanding interpersonal, written, and verbal communication skills. Ability to work independently and proactively resolve complex problems. Strong organizational skills managing competing priorities under pressure. Collaborative, team‑oriented mindset focused on excellent customer service. Desired Qualifications Knowledge of Title IV federal regulations. Extensive experience with integrated database systems: Ellucian, Banner, and ImageNow.
