Summary About the Position: This is a planned management action. Incumbent will serve as a deputy to the Chief of Public Affairs as a Public Affairs specialist within the USACE Wilmington district, Corp of Engineers. Responsibilities Prepare and publish special news announcements via various mediums for District divisions and offices. Oversee preparation of news stories and feature articles. Prepare speeches, talking points and presentations for the District Engineer. Work directly with project managers, subject matter experts and content providers to develop responses to news media and public inquiries. Serve as principal advisor and consultant to the Chief of Public Affairs, the District staff, and all field offices on public affairs matters. Make recommendations to the District's senior leaders on news media strategies and tactics to inform the general public and inform potential stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Statement: To qualify for the GS-12 grade level, applicants must possess at least one year of specialized experience equivalent to the GS-11 grade level or higher in the Federal service. Specialized experience is defined as: independently developing and executing strategic communication plans; serving as a media spokesperson to coordinate responses to complex public and news media inquiries; writing, editing, and publishing diverse informational materials (e.g., news releases, speeches, talking points) for various audiences; and advising senior leaders and subject matter experts on public relations strategies, probable public reactions, and stakeholder engagement. OPM Standards Series 1035 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) CP-22 Career Field position. Salary includes applicable locality pay or Local Market Supplement.
