Human Resources Manager

Human Resources (HR) Manager – Grand Forks, ND Horizon Health Corporation is seeking a Human Resources (HR) Manager for a brand‑new unit called Altru Behavioral Health Center in Grand Forks, ND. The unit will be a 24‑bed inpatient unit for both adult and pediatric patients, with plans to expand to an additional 24 beds in 2026. The HR Manager will plan, develop, and coordinate HR policies and procedures to ensure legal compliance and alignment with Horizon Health’s goals. Responsibilities Collaborate with all levels of staff to provide solutions, expert counsel and accurate/timely HR information to both leadership and employees. Provide oversight to the internal employment investigation process; respond to escalated employee relation concerns. Interpretation and consistent application of HR policies and federal/state laws and regulations. Facilitate and administer employee training. Develop and administer various human resources policies, plans and procedures. Identify staffing and recruiting needs; recommend best practices for hiring and retaining talent. Lead and administer HR projects as needed. Perform other duties as assigned/required by this position. Talent Acquisition & Management Recruitment, onboarding, off-boarding and orientation for clinical and non-clinical staff. Collaborate with department heads to identify staffing needs, succession planning and retention strategies. Manage performance evaluation systems and employee development programs. Qualifications Bachelor's degree required PHR or SPHR preferred. SHRM-CP or SHRM SCP preferred.
