POSITION DESCRIPTION

Under the direction of the Chief of Police, supervise a detail of Police Officers on an assigned shift or perform specialized duties in the areas of investigations or other assignment; enforce State, County and City laws and ordinances; drive on patrol and assume responsibility at crime scenes; supervise and evaluate the performance of assigned staff.

ESSENTIAL DUTIES


Essential Duties:
  • Supervise and observe the day-to-day activities of Police Officers on assigned shift; provide proper scheduling and work assignments to assure adequate coverage of shift activities.
  • Assist assigned staff in the analysis and interpretation of crime scene data and make appropriate recommendations; respond to calls of major proportion with assigned unit and assure proper crime scene processing; assume command at crime scenes and make decisions regarding notifications, locating resources and other decisions protecting the lives of citizens and officers; work with other agencies and Departments at crime scenes.
  • Provide expertise to the Department and others regarding specialized areas of police work; develop and implement programs and procedures to achieve assigned objectives.
  • Supervise and evaluate the performance of assigned staff including police officers and others as assigned; provide training, direction and assistance to subordinates in areas related to law enforcement and equipment/weapons use; resolve employee complaints and concerns.
  • Assign and review the work of assigned staff; review daily case reports; monitor assigned cases for progress and disposition; provide supervisor with information and status of major investigations and unit activities.
  • Drive patrol vehicle in an assigned area, observing for conditions and activities in which there appears to be potential or actual harm to persons or property, disruption of public order, or any other violation of law.
  • Enforce State, County and City laws and ordinances; assure compliance with departmental policies and orders from superior officers.
  • Conduct briefing sessions at the start of patrol shifts, and conduct de-briefing sessions at the end of a patrol shift to convey to assigned officers and to gather from them pertinent information such as anticipated law violators, suspects at large, and arrests made.
  • Communicate with other law enforcement agencies to coordinate efforts and exchange information regarding crimes of mutual interest.
  • Oversee the activities and operations of the school resource officer program as assigned; contact and follow-up with officers, the school district, school staff, students and citizens to evaluate and work with the program to improve efficiency as needed; visit school sites as appropriate.
  • Oversee assigned programs and activities including block watch, crime prevention, motel, gambling enforcement, missing persons, fingerprinting and others as assigned.
  • Prepare a variety of records and reports related to unit activities, equipment, training, work schedules and attendance; review subordinates' reports for completeness and accuracy.
  • Apply, obtain and serve search warrants and subpoenas according to established procedures.
  • Utilize and maintain a variety of specialized equipment such as firearms, police vehicles, radios, baton, handcuffs, flares, breath testing equipment, and others according to established procedures; maintain proficiency in driving and the use of firearms; operate a computer as assigned.
  • Oversee assigned budget; locate, research, apply and monitor grants as assigned.

  • Remain on call to respond to scenes, questions or major events.
  • Serve as Chief of Police in the absence of the Chief on a rotating basis or as assigned.

EDUCATION, EXPERIENCE & OTHER REQUIREMENTS


Education and Experience:
Any combination equivalent to: graduation from high school supplemented by training in police science and five continuous years increasingly responsible experience as a Police Officer.

Licenses and Other Requirements:
  • Valid Washington State driver's license.
  • Valid commission as a Washington State law enforcement officer.
  • Valid First Aid and CPR certifications.

UNION EMPLOYEE BENEFITS SUMMARY

The City of Fife provides excellent medical, dental and vision plans for the whole family; 14 paid holidays, paid leave that increases with years of service; and participation in the Public Employees' Retirement System (PERS) and LEOFF plan for eligible employees.

Medical Coverage : The City offers Regence or Kaiser High Deductible Health Plan (HDHP) Medical coverage with low employee cost share and contributes to a Health Savings Account (HSA) or VEBA for eligible employees and their families. Contributions are pro-rated for employees starting after the first of the year. The City also funds a Health Reimbursement Arrangement (HRA) for medical expenses incurred after meeting the plan deductible. Premium amounts and contribution amounts are specific to each employee group and can be found in the current collective bargaining agreements, on our City website and linked below.

Dental Coverage : Delta Dental with Orthodontia rider or Willamette Dental insurance is provided for eligible employees and their families. Teamsters employees are covered under the Washington Teamsters Welfare Trust dental plan.

Vision Coverage : VSP with second-pair rider is provided for eligible employees and their eligible dependents. Teamsters employees are covered under the UEBT vision plan.

Paid Leave : City employees are entitled to receive paid holidays, sick leave banks, vacation leave and personal holidays depending on the appointment type. Regular full time employees earn 8 hours of sick leave each month and earn vacation leave starting at 12 day per year in the first year of service and increases with additional years of service. Our collective bargaining agreements explain the leave benefits and holidays in more detail.

Life Insurance Plans : The City provides basic life insurance of $20,000 at no cost for eligible employees. Employees can add additional amounts of life insurance as desired. The City also provides long-term and short-term disability plans for all eligible employees.


Deferred Compensation 457(b) : Income can be set aside on a pretax basis and invested for supplementation of normal retirement income. For commission police officer positions, if the employee opts into Deferred Compensation contributions, the City will match specified amounts on a monthly contribution per the collective bargaining agreement. All employees can pick from MissionSquare (ICMA) or Empower (Edward Jones).


Retirement : All employees of the City, except members of the Police are included in the Public Employees' Retirement System (PERS). Police Officers are included in the DRS LEOFF2 plan. For more information about DRS including current rates visit: drs.wa.gov

Direct Deposit : Employees are paid on a semi-monthly schedule (10th and 25th of the month) by direct deposit.

Salary Increases : Based on satisfactory performance and time in position, the City provides for a regular progression of salary increases for most classification according to the salary schedule detailed in the collective bargaining agreements.


Longevity Pay : Employees are eligible to receive longevity pay in recognition of longevity with the City. Amounts are specific to each employee group and can be found in our collective bargaining agreements.
