Job Summary The City of Beverly Hills is seeking an experienced, strategic Risk Manager to lead the city’s risk management program. The role will oversee workers’ compensation, general liability, property and casualty insurance, contract review, safety, and claims administration. The Risk Manager will serve as a trusted advisor to city leadership and departments, ensuring risk policies are effective, compliant, and aligned with the city’s goals. What We Do The Human Resources Department is the city’s collaborative and strategic partner. It manages workforce administration, employee relations, classification and compensation, benefits, and risk management. The Risk Management Division administers workers’ compensation and general liability programs, insurance administration, safety and injury/illness prevention, and liability claims management. Who We’re Looking For The ideal candidate brings recent public‑sector experience, preferably at the municipal level, and a thorough command of workers’ compensation and general liability programs. Proven experience managing TPAs and adjusters, communicating clearly in high‑stakes situations, and fostering a culture of safety and compliance are essential. The candidate should be able to work under pressure, provide decisive leadership, and deliver exceptional customer service across all levels of city operations. Responsibilities Oversee the comprehensive risk management program, including workers’ compensation, general liability, property and casualty insurance, and safety initiatives. Review contracts at the inception stage to identify exposure and ensure appropriate coverage. Manage relationships with third‑party administrators and independent adjusters, monitoring their performance and ensuring timely claims resolution. Oversee the full claims lifecycle from initial filing through resolution. Partner closely with city departments, legal counsel, and executive leadership to support risk‑related decision making. Represent the city’s risk program with confidence and poise to internal and external stakeholders. Directly supervise a team of four staff members, providing guidance, support, and leadership. Minimum Qualifications Experience Five years of increasingly responsible professional experience in administering workers’ compensation, general liability, risk control, self‑insured insurance, and safety programs, with at least two years of supervisory and management responsibilities. Experience managing a comprehensive risk management program in a public agency setting. Experience reviewing contracts for risk and insurance compliance, including the ability to influence contract terms or coverage requirements. Experience managing third‑party administrators and independent adjusters, monitoring their performance, ensuring timely claims resolution, and maintaining oversight. Experience presenting risk management matters to elected officials, executive leadership, or governing bodies such as a city council. Experience overseeing workplace safety and compliance programs, including familiarity with Cal/OSHA requirements, injury and illness prevention programs, and fostering a culture of safety. Training Bachelor’s degree in risk management, human resources management, public administration, business administration, or a closely related field. Master’s degree in a related field is desirable. License and Certificate Certified Risk Manager (CRM) or Associate in Risk Management (ARM) designation desirable. Valid California driver’s license (or alternative transportation method as required). Salary & Benefits Annual salary range: $178,603.32 – $221,893.92. Benefits include CalPERS retirement benefits, medical, dental, vision, and other benefits as outlined in the Management and Professional MOU.
