The Buildings Program Manager (BPM) Southwest (SW) Division is a program/project lead for the Buildings Program Management and Construction Management (PMCM) practice in the SW. The SW BPM is assigned to the Los Angeles office to lead programs and projects on behalf of the Buildings PMCM practice for the Greater Los Angeles region. The BPM reports to the Vice President of Facilities Design and Program Management (VPFDPM) SW Division. The position has a primary role managing PMCM contract operations, and a secondary role supporting PMCM business development. The BPM works alongside and in collaboration with SW Division leadership, Global Discipline Leaders, and Global Market Leaders. Operations Management: The BPM is primarily responsible to manage a SW Division PMCM program team operations to deliver building projects by rigorously overseeing the function of the project team and ensuring superior quality construction is provided at specified standards consistently. This position leads and oversees the activities of Project Office Engineers, Project Managers, Construction Managers, Inspectors, and Administrative/Project personnel. Responsibilities in the field include monitoring the contractor’s compliance with the approved schedule, budget, technical specifications, and legal requirements, collaborating with the designer and contractor to resolve construction challenges in a timely manner, attending progress meetings, expediting design changes in the field, reviewing proposed change requests, and assisting in the preparation of change orders. Effective project team communication skills are essential, as is implementing site safety standards to support client rules, policies and procedures, and ensuring contractor performance maintains contractual compliance. Business Development: The BPM has a secondary role in the continued growth of the SW Buildings PMCM pipeline. Working across various Buildings target markets, the BPM is responsible for supporting the VPFDPM to develop business opportunities. The BPM establishes and maintains a network of clients and industry partners. The BPM is the daily client‑facing lead responsible to ensure strong relationships with client staff and continuously maintains and nurtures those relationships to position the PMCM team for repeat work and contracts renewal. The BPM attends and participates in industry events, meeting with new clients, industry partners, and consultants, and garners upcoming project information in advance of contract solicitations posting. The BPM researches capital programs and projects to support pursuit strategy development. The BPM works together with the VPFDPM, a Bid Director, an Area Development Leader and/or a Proposal Center Manager to form a Capture Team, develop win themes and differentiator sales strategies for proposals, presentations, and interviews. Resources Management: The BPM is responsible for supporting, mentoring, and managing Buildings PMCM staff performance for work assignments under their purview. The BPM works with the VPFDPM to source new staff for positions on their program/project teams. The BPM will have direct reports for which they are responsible to manage, mentor, review, recommend promotions, establish performance goals, training needs, approve reimbursements and leave authorizations. The BPM works with staff on their professional development and career progression plans. Responsibilities Support the growth of the PMCM business within the Buildings practice focusing on California, and in due course throughout the SW Division. Working in partnership with the VPFDPM, Global Discipline Leaders, and Global Market Leaders to develop the Buildings pipeline opportunities in the SW region. Understand SW region public and private sectors construction markets as it relates to the Buildings practice and ensure continuous proactive participation in external engagement activities and events to develop new revenue streams. Manage client relationships to grow the Buildings PMCM business and identify the technical resources needed to pursue, win, plan, design, and successfully deliver projects on time, within budget, and at highest standard of quality. Engage with other Buildings teams in the North America South America (NASA) region and throughout the world. Report the progress of the Buildings projects through KPI metrics. Lead multi‑disciplinary projects, proposals, presentations, and interviews. Drive integration and collaboration across geographical and organizational boundaries. Draft and implement a Project Management Plan to ensure superior quality. Monitor performance proficiency to meet project budgets and deadline milestone commitments. Make key recruitments and initiate resource support for projects within the Buildings PMCM practice. Manage training plans for staff members in the Buildings PMCM team. Participate in and attend major construction industry organization events and conferences to promote an excellent regional and global reputation. A valid Class C driver's license with an acceptable motor vehicle record, free from suspensions or restrictions, is required. Qualifications The successful candidate will have a minimum of 12 years of experience in building systems and providing construction management services for buildings construction. The primary markets areas of experience must include one or more of the following: rail and aviation transportation buildings, major venues and events, civic buildings, power plants, data centers, higher education campuses, medical centers, and infrastructure. Experience delivering public building construction projects in California is required. Additional qualifications and experience as follows. Depth in understanding the buildings design and construction process. Experience within a large Capital Improvement Program and familiarity with public codes is required. Ability to successfully manage 2 to 10 PMCM projects simultaneously, ranging in construction value and complexity. Ability to organize, direct, train, and manage a program/project management team ranging in size from 3 to 12 people. Experience with Division of the State Architect (DSA) construction/design processes or similar is strongly preferred. Active Professional Engineer or Architect Licensure in California or Texas in good standing is required. Active certification as a Certified Construction Manager, Project Management Professional, LEED Accredited Professional, or Designated Design‑Build Professional is strongly preferred. Significant full‑time experience leading PMCM teams for construction of buildings as the owner’s representative on‑site. In‑depth knowledge of building systems construction, including civil, structural, architectural, mechanical, electrical, plumbing, fire protection, and IT systems. Experience leading the planning, design and construction phases of technically challenging building construction projects. Experience on Net‑Zero, LEED, WELL, or Envision accredited building construction projects. Exceptional communications and client management skills to maintain relationships while simultaneously growing the business. Commercial awareness of various building construction markets. Experience managing PMCM teams acting as team leader on major projects. Extensive internal/external collaboration skills with peers, other directors, and industry professionals, in alignment with Mott MacDonald business policies.
