Job Description Position Title: District 8 – Highway Construction Inspector I, II, or III Department: Residency Reports to: Transportation Manager Division: District 8 FLSA Status: Non‑Exempt Location:  4002 N. Mingo Valley Expressway, Tulsa, OK 74116 OR 25825‑B S. Hwy 66, Claremore, OK 74017 OR 11302 W. 57th Place, Sand Springs, OK 74063 Note: Candidates selected for positions may be required to complete a pre‑employment background check and drug screening before beginning employment, and may also need to participate in a Physical Abilities Demonstration. Basic Purpose Responsible for overseeing the construction of highways, roads, and related structures to ensure compliance with contract documents, plans, and specifications. Typical Functions Performs sampling and field testing of materials used during construction projects, ensuring compliance with Oklahoma Department of Transportation testing guidelines. Submits accurate test records and samples to the residency laboratory. Maintains current records in the Construction Management System and updates the system data. Inspects contractor’s work to ensure compliance with project plans and specifications. Communicates with stakeholders such as businesses and landowners affected by the project. Maintains required documentation of project progress, including measurements, calculations, and documentation of all work events and conditions. Submits progressive estimates and time and diary reports. Operates agency‑issued vehicles and other equipment safely. Conducts safety reviews. Resolves contract disputes and specification interpretation with contractors. Uses agency‑provided software to accurately and completely document progress and required reports such as Daily Work Reports, Diaries, Material Testing, and Estimates. Trains new employees. Level Descriptor Level I: Basic level; incumbents learn techniques and methodologies for highway construction inspections, materials sampling and testing. Supervisors provide training and instruction; supervision ranges from close to routine as incumbent becomes proficient. Level II: Career level; incumbents independently perform inspections, sampling, and testing, provide guidance to lower‑level inspectors or consultants, and coordinate and monitor contractor work. Level III: Specialist level; incumbents serve as subject‑matter experts, perform complex technical evaluations, provide training and guidance to lower‑level inspectors, coordinate and monitor contractor work, and may serve as project manager for large complex projects. Knowledge, Skills, Abilities & Competencies Level I: Knowledge of basic construction materials and their typical uses; occupational safety practices; basic mathematics including geometry and algebra used in routine calculations. Ability to collect, maintain, and record field data; communicate effectively in print and oral; prepare inspection reports and recommendations; use computers and standard office software; work under physical, environmental, hazard and sensory conditions. Level II: Knowledge of construction materials and properties; soil mechanics; surveying techniques; local, state, and federal regulations and standards; road construction methodologies; safety standards; geometry and algebra for engineering computations; traffic control in work zones. Ability to read and interpret technical drawings, collect data, work outdoors in various weather, collaborate with contractors, operate computer equipment, establish working relationships, prepare clear reports and recommendations. Level III: Knowledge of complex construction codes, environmental regulations, industry best practices, geometry and algebra techniques, and computer skills. Ability to analyze and apply construction materials, geotechnical principles, surveying methodologies; lead and execute complex testing protocols; interpret technical data; formulate recommendations; provide consultancy; make independent decisions; perform business calculations; negotiate resolutions; communicate effectively. Education and Experience Level I: High school diploma or G.E.D. Level II: Associate’s degree in STEM education, construction management, or related field, and one year of experience in a transportation‑related field, or two years of experience. Level III: Associate’s degree in STEM education, construction management, or related field, and three years of experience, or five years of experience. Special Requirements Requires certification in materials sampling and testing from an accredited state or national sampling and inspection program within 12 months of hire. Might require working long hours, nights, and weekends. Possession of a valid driver’s license at the time of employment. Applicants must take a drug test prior to employment. Must be able to sit, stand, walk, reach, talk, and hear; lift 50 pounds; operate tools and equipment; meet vision requirements; work in extreme environmental conditions.
