Revenue Auditor

Our Prorate and Fuel Tax Services (PRFT) within our Business & Professions Division (BPD) is currently recruiting a Revenue Auditor with an independent drive and interest in tax collection and customer service. Washington’s infrastructure requires considerable investment to ensure residents and visitors have safety, comfort, and simplicity as they move around the state. Our Prorate and Fuel Tax Services administers the state’s fuel tax collection programs, as well as the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA), collecting almost $2 billion in annual revenue for the state’s transportation programs to ensure investment continues in state roadways. Duties As a Revenue Auditor, you will conduct audits and assist with investigations of IFTA and IRP motor carriers, fuel tax licensees, and fuel tax refund account holders in accordance with all applicable laws. Working independently, you will complete complex and lengthy audits for large corporate customers. Audits will require you to check detailed customer records, communicate clearly and consistently throughout the process, and hold results review sessions. Providing in‑person or remote education to our customers for future reporting and communicating with internal or external stakeholders will be key for you in this role. Travel will be infrequent, but may be required, including overnight and out of state stays for training and visiting customer locations to complete audits. Some Of What You Will Do Analyze data, correct reporting errors and discrepancies, and assess proper payment of taxes and fees. Ensure proper reporting through research, reconciliation, and analysis. Prepare detailed reports, documenting findings, and provide education and recommendations to customers to ensure compliance with applicable regulations. Participate in quality review teams or work groups to review and provide input on new policies and procedures. Support audit quality and consistency by providing technical guidance, supporting team members, and reviewing audit work to ensure compliance with program standards. Qualifications What you will bring to the role: Four (4) years of relevant experience of professional auditing or accounting experience. Up to four (4) years of education in business administration, public administration or closely related field (that includes at least 20 semester or 18 quarter hours of college level accounting) may substitute year for year for experience. Associate’s degree = 2 years | Bachelor’s degree = 4 years Certification as a Certified Public Accountant (CPA) may substitute for one (1) year of experience. OR Two (2) years of experience as a Prorate and Fuel Tax Auditor/Revenue Auditor 2 Experience must include: Three (3) years of experience performing intermediate to complex auditing, accounting, data and analysis including compiling, reconciling, and analyzing large quantities of data. Three (3) years of using computer programs to write documents, send emails, edit spreadsheets, and present information. One (1) year of experience working in a fast paced environment with competing priorities. What May Help Set You Apart Three (3) years of experience working in a fast‑paced environment with demonstrated ability to manage competing priorities and adapt to frequently changing assignments. Experience interpreting laws, rules, regulations and policies, and assessing impacts. Familiarity with industry accounting and record keeping practices. Knowledge of the fuel and various trucking industries. One (1) year of experience demonstrating safety awareness and sound judgment while interacting with customers in field settings. Additional Conditions Of Employment This is a hybrid position with a duty station at an agency facility in Olympia, Vancouver, or Spokane. The duty station will be assigned after selection based on the candidate’s residence and the location that best meets business operational needs. Candidates should consider each potential duty station when determining whether this position is a good fit. For this position, the assigned duty station will also serve as the employee’s work site location. Employees are required to work in the office every Wednesday and Thursday at their assigned work site, with additional in‑office days as needed to meet training requirements. Insurance Benefits Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state. Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax‑deferred dollars toward their health care expenses. Employees are also covered by basic life and long‑term disability insurance, with the option to purchase additional coverage amounts. The Washington Wellness program from the Health Care Authority works with PEBB to support our workplace wellness programs. Dependent care assistance allows the employee to save pre‑tax dollars for a child or elder care expenses. Other insurance coverage for auto, boat, home, and renter insurance is available through payroll deduction. The Washington State Employee Assistance Program promotes the health and well‑being of employees. Retirement And Deferred Compensation State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer‑contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site. Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre‑tax salary dollars you defer as well as the flexibility to choose between multiple investment options. Social Security All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system. Public Service Loan Forgiveness If you are employed by a government or not‑for‑profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program. Holidays Full‑time and part‑time employees are entitled to paid holidays and one paid personal holiday per calendar year. Sick Leave Full‑time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. Sick leave accruals for part‑time employees will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Pay status includes hours worked, time on paid leave and paid holiday. Vacation (Annual Leave) Full‑time employees accrue vacation leave at the rates specified in WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA). Full‑time employees who are in pay status for less than 80 non‑overtime hours in a month do not earn a monthly accrual of vacation leave. Part‑time employees accrue vacation leave hours in accordance with WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA) on a pro‑rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Pay status includes hours worked, time on paid leave and paid holiday. As provided in WAC 357‑58‑175, an employer may authorize a lump‑sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357‑31‑165. Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year. Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
