DIRECTOR OF INFORMATION TECHNOLOGY

Director Of Information Technology

Under the administrative direction of the Chief Financial Officer, and subject to the supervision of the Director of Educational Technology, the Director of Information Technology is responsible to create and develop a vision and mission statement aligning with the educational goals and objectives of the Board, Superintendent, and District to serve the communities. This position is responsible for coordinating, directing, managing, and supervising the district's information technology department and program. Responsibilities include the consideration, coordination, and selection as well as utilization of all hardware and software, and recommending related technology to meet the needs of the administrative and instructional programs.

Successful candidates will be placed on the eligibility list that will remain valid for six months from the date of approval by the Personnel Commission.

This single position class is responsible to assure and ensure computing and networking capabilities and to sustain complex and dynamic processes for communications between the various departments throughout the district, and to provide uniform infrastructure to facilitate the efficient exchange of information between locations, schools, and sites. The Director is expected to provide leadership and guidance in the development and implementation of information technology applications and systems, and to evaluate the performance of personnel assigned to informational technology; and, as assigned, to perform related duties as required.

Essential duties and responsibilities include:

• Planning, organizing, leading, directing, developing, implementing and monitoring all aspects of Information Technology including, but not limited to the purchase, installation, maintenance and repair of computers, networks, telecommunications equipment, and systems including voicemail and reprographics.
• Directing and focusing on the vision and mission of all aspects related to the provision of information technology services in support of the functions, goals, and tasks of the district.
• Directing and facilitating ongoing District wide assessments, including those based on need, and the creation and development of plans to implement the delivery of effective and efficient day-to-day, week-to-week, month-to-month, and annual services to the communications and networking systems Districtwide into the future.
• Planning, coordinating, organizing, and scheduling all information technology services with school site administrators and program directors. On request, provides education and training.
• Providing technical support for users of the communications and computer systems around the district; responds to request for technological assistance from District or site personnel; works with all personnel to assure optimal acquisition, installation, maintenance, utilization, repair and security of available equipment and technology. Secures all information.
• Seeking to simplify procedures and to employ uniform access and use to increase dependability and performance and to reduce costs.
• Directing, facilitating, and monitoring information system implementation efforts to ensure operators keep pace with day-to-day demands, and anticipates future needs. Measures performance.
• Planning and coordinating set up of file servers, workstations, and work group printers and oversees the installation and maintenance of local area wide and wide area networks, including configuring, designing, managing and troubleshooting the communications and information systems; maintains the operational integrity of the district's computing network systems and back up of data.
• Providing advanced information technology services through the preparation of long-and short-range plans and budgets and creates multi-year projections.
• Developing, monitoring, and controlling the information technology services budget.
• Establishing and recommending priorities for information technology improvement (new, modernization, or minor) related projects.
• Maintaining frequent group and one-to-one communication and works in a collaborative manner with principals and district administrators to facilitate decision making and problem solving in the area of computer and technology services and needs assessments.
• Overseeing progress toward objectives relating to the migration of data, upgrading of systems and networks, and other project management efforts. Works on uniform integration of systems.
• Reviewing, monitoring, and facilitating negotiations with vendors and agencies to provide cost-effective resources in terms of day-to-day demands and long-term goals and objectives.
• Assuring compliance with applicable federal, state, and local laws, regulations, orders as well as the policies and procedures of the district.
• Establishing and maintaining effective working relationships with a variety of groups including teachers, students, administrators, vendors, consultants, community members and others as required.
• Developing work methods, analyses procedures, and refines schedules, and maintains current inventory of equipment and supplies including cabling and computers.
• Preparing or reviewing and correcting/approving all computer and technology orders, and supervises the preparation of plans, costs, estimates, specifications, bid forms, and contracts for labor, installation, materials, and services including all activities related to proposals or bids with procurement and acquisition.
• Preparing periodic financial, operational, statistical reports as required or directed.
• Overseeing reprographic services for the district, provides annual bid comparisons.
• Administers the assignment and distribution of personnel; provides continuous reviews of organizational structure, staffing, and departmental policies and procedures. Participates in the recruitment and selection of personnel and is responsible for evaluations of all personnel in the Information Technology department. Evaluates subordinate administrative and assigned personnel.
• Provides for employee growth through in-service and outside professional training opportunities to determine the level and nature of specialized training required to keep staff current with emerging technologies.
• Responds to emergency situations and directs the emergency management program.
• Participates in facilities planning for technology, and sits as members of Boards, committees, and study groups focusing on Information Technology.
• Provides technical expertise, information, and assistance to the Chief Financial Officer and the Director of Educational Technology, and Assistant Superintendents, regarding assigned functions and tasks; advises other administrators of unusual trends or problems and recommends appropriate corrective action.
• Provides and ensures the autonomy, confidentiality, integrity, and security of information technology and related data. Recommends insurance coverage and estimates replacement costs.
• As assigned, performs other related duties.

Minimum qualifications include:

1. Knowledge of planning, organization, and direction of the Information Technology Department and current and new technologies.
2. Preventative maintenance procedures, policies, and programs related to technology equipment.
3. Effective techniques for assessing and analyzing user needs and recommending hardware and software solutions.
4. Methods, procedures, terminology, usage and development of data management and substantial relational database systems theory, usage, and management.
5. Current technology, software applications, office methods and practices sufficient to manage complex database systems, network management (LAN and WAN environment) and protocols, intranet and Internet access, personnel computer operations, as well as multiple hardware and software platforms.
6. Industry-standard network operating systems; work-station hardware and software; wide area network technologies – routers, telephone circuits; local network technologies- wiring, wireless, hubs, switches, public and educational business practices, and emerging trends in networking as it applies to educational technology.
7. California Administrative Code, Education Code, Building Codes, Health and Safety Code, and Public Contracts Code.
8. Budget processes and fiscal management, including developing the budget for the department of Information Technology.
9. Operation of various computers, operating systems and software, network systems and software, including the Internet.

1. Communicate effectively orally and in writing, as well as provide in-service to teachers, employees, and other groups.
2. Effectively communicate with tact, discretion, and courteously in dealing with superiors, subordinates, and the general public in order to establish and maintain professional relationships with the general public, district staff, parents, and contractors.

4. Solve practical problems and deal with a variety of concrete variable situations where only limited standardization exists and develop, along with documenting, efforts, integration, and solutions.
5. Interpret a wide variety of instructions furnished in written specifications, or presented orally, with blueprints and diagrams, and schedule work to be initiated, and milestones to be reached, for work to be accomplished.
6. Estimate time, materials, labor, and costs needed on a wide variety of separate and simultaneous programs or projects.
7. Determine priorities and schedule work economically, effectively, and efficiently.

9. Plan, organize, control, and direct the activities of an information technology department.
10. Coordinate the selection and utilization of computer hardware and software, and related technology for the district's administrative and instructional needs.
11. Administer efficient web services and implement immediate repairs.
12. Provide leadership in the development of information management systems and educational technology application for administrative and instructional departments of units.
13. Manage and supervise a diverse workforce, effectively implementing recognition, evaluation systems, and discipline to maintain employee confidence and morale.
14. Work independently with little direction along with ability to meet schedules and time constraints and deadlines.
