Agency Dept of Environmental Quality Division Waste Management Job Classification Title Environmental Specialist II (NS) Position Number 65005880 Grade NC14 Job Summary This is a home-based position that can be performed from any location in NC. The role involves more than 50% field work, travel across the state for inspections, meetings, and presentations. The position supports the UST Engineers Group, UST Inspections Program, UST Operator Training Program, enforcement program, rulemaking, and provides administrative support to the Permits and Inspections Branch Head. Key Responsibilities Conduct field inspections, provide training support, verify enforcement findings at facilities. Attend rulemaking meetings and hearings. Process and review UST‑6A/6B and UST‑20 piping only and emergency piping installation applications, track installation review activities, and manage permit‑hold communications. Support the UST Inspections Program through inspector training, statewide inspection coverage, and administer the UST Operator Training Program, including the online Tank School, class delivery, system maintenance, and enforcement actions. Assist with rules review and rulemaking, develop policies and guidance, conduct technical research, and provide administrative and programmatic support to the Permits and Inspections Branch Head. Review referrals, manage data entry, track penalty payments, coordinate hearings, prepare permit denial materials, and assist with training and procedure updates for enforcement program. Coordinate public hearings, prepare rule‑making commission materials and rule text, engage stakeholders, develop fiscal notes, respond to comments, update guidance, procedures, forms, and web content, and conduct technical research for policy and rule development. Schedule and coordinate meetings, attend and document meetings as needed, and perform other assigned support duties. Knowledge, Skills and Abilities Relevant technical knowledge of environmental regulations, UST regulations, and enforcement procedures. Strong communication, training, and administrative skills. Ability to travel across the state and manage multiple projects. Minimum Education and Experience Bachelor's degree in agricultural, biological, engineering, environmental, natural resource sciences or a closely related curriculum, and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
