Assistant Water Production Manager (Water Quality Manager)

Overview The City of Norfolk's Department of Utilities is seeking an Assistant Water Production Manager to support the Water Production Manager in overseeing daily operations of water treatment facilities, leading a workforce of approximately 100 employees. Essential Functions Provides oversight and direction of complex technical and operational functions of two water treatment plants, solids handling facilities, raw water pump stations, and pipelines. Leads daily operations of division facilities, developing technical solutions, implementing policies, procedures, and performance measures. Performs budgetary duties including developing the divisional operating budget (~$22 million), reviewing expenditures, purchasing services, and issuing status reports. Manages work performance: hiring, disciplinary actions, performance reviews, evaluating program objectives, effective staffing. Ensures compliance with state and federal regulations, coordinates maintenance, inspects facilities, and addresses safety issues. Monitors physical and cyber security measures: inspections, training, and threat monitoring. Participates with senior managers on strategic planning: water sales contracts, major projects, emergency response, future challenges. Represents the Department of Utilities in coordination meetings with wholesale customers (Virginia Beach, Chesapeake, Suffolk, U.S. Navy); fosters a high‑accountability work environment. Communicates effectively through writing and public speaking to city employees and senior staff. Uses office equipment, including microcomputers. Manages a diverse team in a technical environment. Performs physical tasks: climbs ladders/stairs, bends, pushes, pulls, stoops, lifts up to 25 lbs, and accesses construction sites. Education and Experience Bachelor’s degree in Engineering, Chemistry, or related scientific field; at least five years of experience in water treatment management and supervision. Additional five years with water supply systems operations. Licenses and Certifications Valid Virginia Class I Waterworks License required within 12 months of hire. Valid driver’s license required. Work Hours and Location Mon‑Thu: 6:30 a.m. – 4:00 p.m.; Fri: 6:30 a.m. – 10:30 a.m. Location: Moore’s Bridges Water Treatment Plant, 6040 Waterworks Road, Norfolk, VA.
