Job Summary
JCS Solutions is seeking a Senior Growth and Strategic Solutions Executive to accelerate growth across federal defense, intelligence, homeland security, health, and civilian markets. This executive will lead strategic growth initiatives, shape differentiated technical solutions, strengthen capture execution, and help expand JCS’s technology and cyber-led mission portfolio.
The ideal candidate brings deep experience in federal IT services, cybersecurity, digital modernization, AI-enabled solutions, capture strategy, and executive customer engagement. This role requires a leader who can operate at the intersection of business growth, technical innovation, customer mission needs, and disciplined execution.

What you will do:

• Lead strategic growth initiatives across priority federal markets, including DoD, intelligence community, homeland security, health, and civilian agencies.
• Develop and execute account growth strategies aligned to JCS’s core capabilities in cybersecurity, secure modernization, AI-enabled decision intelligence, cloud, infrastructure, and mission technology services.
• Shape and qualify major opportunities, including IDIQs, task orders, recompetes, and strategic new business pursuits.
• Lead capture strategy for priority opportunities, including customer engagement, competitor analysis, win themes, solution positioning, teaming strategy, pricing strategy, and proposal readiness.
• Partner with operations, delivery, recruiting, contracts, and finance teams to align technical solutions, staffing approaches, pricing assumptions, and execution plans.
• Serve as an executive solution strategist for major proposals, oral presentations, technical volumes, and customer briefings.
• Build and maintain trusted relationships with federal customers, industry partners, technology providers, and strategic teaming partners.
• Identify market trends, agency mission priorities, emerging technologies, and acquisition opportunities that can inform JCS’s growth roadmap.
• Strengthen JCS’s go-to-market strategy for cyber, AI, cloud, digital modernization, data analytics, and secure mission platforms.
• Support development of repeatable offerings, innovation roadmaps, and partner-enabled solutions that differentiate JCS in competitive federal markets.
• Mentor capture, business development, technical, and delivery leaders to improve growth discipline, solution quality, and proposal competitiveness.
• Use data-driven tools, pipeline analytics, market intelligence, and CRM discipline to improve opportunity visibility and executive decision-making.

What you will bring: 

• 20+ years of experience in federal technology services, cybersecurity, digital modernization, cloud, enterprise infrastructure, or mission technology.
• Demonstrated success leading growth, capture, solutioning, or business unit strategy in the federal market.
• Experience supporting Defense, intelligence community, homeland security, health, or federal civilian customers.
• Proven track record winning and managing large federal opportunities, including IDIQs, task orders, and complex solution-based pursuits.
• Strong understanding of federal acquisition, capture lifecycle, proposal development, teaming, pricing strategy, and customer engagement.
• Executive-level experience leading cross-functional teams across growth, solution architecture, operations, delivery, contracts, finance, and recruiting.
• •    Ability to translate technical capabilities into mission-focused value propositions and compelling proposal strategies.
• Experience with cybersecurity, cloud, digital transformation, AI/ML, data analytics, enterprise networking, or secure infrastructure solutions.
• Excellent executive communication skills, including customer briefings, proposal reviews, oral presentations, and board-level updates.
• Active or previously held Top Secret/SCI clearance preferred.

• Prior P&L ownership or business unit leadership in the federal services market.
• Experience scaling a federal IT services organization or practice area.
• Strong relationships across DoD, IC, DHS, health, or civilian agencies.
• Experience developing innovation hubs, technical roadmaps, strategic partnerships, or partner ecosystems.
• Experience with CMMI, ISO, quality management, cybersecurity compliance, or operational maturity initiatives.
• PMP, CISSP, or other relevant technical, cyber, or program management certifications.
• Experience with CRM implementation, pipeline governance, market intelligence tools, or data-driven capture analytics.

At JCS Solutions, compensation is based on a number of factors such as location, qualifications, and applicable contract terms. The general salary range for this position is as follows: $190,000 to $250,000.
