Specialist: Human Resources Investigations

Job Summary Coordinates and conducts investigations into allegations of employee misconduct and potential criminal behavior. Ensures investigations are objective, thorough, and compliant with applicable laws, Board policies, and negotiated agreements. Prepares detailed reports and documentation to support findings and represents the school system in hearings and related proceedings. Essential Duties & Responsibilities Investigate allegations of employee misconduct, including violations of Board policies, administrative regulations, potential criminal behavior, and EEOC complaints. Plan and manage investigative processes, gathering evidence, reviewing documentation and video footage, scheduling and conducting interviews, and analyzing all information to determine and summarize findings. Engage with all individuals involved in the investigation, including employees, supervisors, students, parents, law enforcement, legal counsel, risk management, and other relevant parties to obtain and verify information regarding the facts and circumstances of each case. Develop clear, thorough, and objective investigative reports and documentation to support disciplinary decisions and administrative actions. Collaborate with internal offices, including Human Resources, Employee Relations, and Risk Management, and external entities to support case resolution; prepare referrals to social services, law enforcement, and other agencies as warranted. Prepare case materials, provide testimony, and otherwise attend, support, and testify in hearings, mediations, and proceedings, including administrative, EEOC, unemployment, Board of Education, and other government agencies. Transport employees for drug and alcohol testing, document findings, and maintain appropriate records. Ensure investigations are conducted in accordance with due process, confidentiality requirements, Board policies, negotiated agreements, and applicable laws. Maintain investigation records, case files, and related documentation in accordance with legal requirements, Board policies, and confidentiality standards. Perform other related duties as assigned within the same classification or lower. Education Bachelor's Degree in Criminal Justice or related field from a regionally accredited college or university required. Or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Experience Three (3) years relevant successful experience conducting investigations required. One (1) year related experience investigating employee misconduct and drafting investigative findings preferred. Or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Knowledge, Skills, Abilities & Other Characteristics Knowledge of laws and regulations regarding general employment practices such as the Civil Rights Acts, Americans with Disabilities Act, Family and Medical Leave Act, and Maryland state laws on unemployment compensation, teachers' and children's rights. Knowledge of public school organization and operation. Ability to prepare comprehensive written reports of investigations. Ability to organize and prepare materials for use in court and at other agency hearings. Ability to effectively communicate with parents, students, staff, employee representatives and law enforcement officials. Demonstrated ability to effectively work and communicate with diverse populations. Proficiency with business technology applications (e.g., Video/Web Conferencing, Microsoft Office Suite – Word, Excel, Outlook, and/or PowerPoint preferred). Language Requirements Bilingual in Spanish native or near native preferred. Licenses and Certifications Hold or be eligible for How to Conduct Effective Workplace Investigation certificate issued by SkillPath preferred. Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence required. Daily access to reliable transportation. Driving Requirements Driving is required to conduct bona fide Board business within the scope of employment. Personal vehicle required.
