Safety Specialist

Overview This is a continuous filing exam. Next filing cut-offs are at 5:00 pm on 5/8/2026 and 5/29/2026 (Final). The Safety Specialist is a professional level class. Under general supervision, incumbents assist in the program administration of the Countywide Safety Program, and may perform as a program staff specialist or as a department safety specialist coordinating safety programs and having functional responsibility for safety activities within a County department. This class is characterized by a high degree of independence in the application of program responsibilities and requires a thorough knowledge of applicable laws, procedures, and regulations affecting safety operations. Knowledge The principles and techniques involved in organizing and conducting a well-rounded safety program. The Safety Orders of the Division of Industrial Safety of the State Department of Industrial Relations, the Occupational Safety and Health Act, and other State and federal laws relating to safety and occupational health standards. Principles and techniques of accident prevention. The types of occupations found in the public service and the kinds of equipment, operations, and hazards involved. Statistical methods as applied to safety administration. Safety education and training methods and techniques. Instructional methods, training aids and materials necessary for developing, coordinating and implementing safety education and training programs. Communication skills and techniques required for gathering, evaluating and transmitting information. Effective interviewing. Preparation and presentation of oral or written inspection or investigative reports and research projects relating to safety and accident prevention programs. Ability Investigate and analyze accidents and safety hazards, determine proper course of action, and effectively communicate and implement recommendations. Introduce and effectively carry on campaigns for the prevention and reduction of accidents. Detect unsafe conditions and practices. Develop and analyze accident statistics. Train others. Speak and write effectively. Supervise other employees. Minimum Qualifications 1. Education : Graduation from an accredited college or university with a Bachelor's degree in industrial engineering, safety engineering, occupational safety and health, or other closely related field. And Experience : One year of professional level experience in industrial engineering, safety engineering, or occupational safety and health inspection. Substitution : Additional qualifying professional level experience in industrial engineering, safety engineering, or occupational health and safety inspection may substitute for the college education on a year-for-year basis. Or 2. Experience : Four years experience equivalent to a Safety Technician for Sacramento County. Or 3. Education : Completion of the University of California at Davis certificate program in Health and Safety, And Experience : Three years of professional level experience in industrial engineering, safety engineering, or occupational safety and health inspection. Note : If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless stated that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements. Note : If the minimum qualifications include an educational or certificate/license requirement, applicants must submit proof of requirements with the application. General Qualifications Driver's License: Possession of a valid Class C or higher California Driver's License is required prior to appointment. Failure to maintain the appropriate driver's license may constitute cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis. Physical Requirements: Ability to stoop and kneel to conduct inspections; inspect equipment, climb fences, stairs, and ladders, walk rough terrain and muddy fields; climb into and out of close spaces; wear protective clothing and breathing masks; visually distinguish between colors; read gauges and meters, and see in dimly lit areas, lift and carry up to 50 pounds. Working Schedule and Conditions: Incumbents are subject to work in adverse weather conditions, emergency situations, and perform duties during other than normal working hours as necessary. Desirable Qualification: It is desirable that candidates for the Safety Specialist class possess certification as an ASP (Associated Safety Professional) or equivalent. The supplemental questions elicit information regarding candidate's experience, education, and training. Provide place of employment, pertinent dates, and concise, descriptive information for each question. Resumes or references will not be accepted in lieu of completing each question. If you have no experience, write “no experience” for the appropriate question. For many individuals, it is more efficient to prepare responses in a separate document and paste them into the final submission. Changes or corrections to the Supplemental Questionnaire cannot be made once submitted. If used in the Formula Rate exam, incomplete responses may result in a lower score. The candidate’s application and attachments will not be reviewed during scoring. Formula Rate Examination All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination. The examination evaluates relevance, level, recency, progression and quality of education, training and experience. The score determines ranking on the eligible/employment list. All candidates competing in the testing process will receive written notice of results by email. Passing candidates will be placed on the eligible list in rank order based on the test score attained.
