HR Generalist/Recruiter

New Jersey Community Capital (NJCC), one of the nation's leading Community Development Financial Institutions (CDFIs), is seeking a proactive, detail-oriented Human Resources Recruiter / Generalist to serve as the direct right hand to the Chief Human Resources Officer. This role is weighted heavily toward full-cycle recruiting and modern candidate sourcing, with growing ownership of payroll, benefits, and leave administration. NJCC will invest in developing this person's broader HR generalist skill set over time — the priority hire is a sharp, scrappy recruiter with the numerical precision to manage payroll and benefits accurately from day one. Primary Responsibilities — Talent Acquisition & Employment Branding (~60%) Lead full-cycle recruitment for exempt and non-exempt roles across the organization. Build and continuously refine sourcing strategies using LinkedIn Recruiter, social media, AI-enabled sourcing tools, employee referrals, and industry networks — this role owns the newest sourcing techniques, not just traditional job boards. Develop recruitment marketing and outreach that leads with scope, growth, and ownership of the role — not solely mission-driven messaging — to attract talent from corporate and for-profit backgrounds. Partner with hiring managers to build pipelines, especially targeting professionals from corporate, financial-services, and higher-education environments. Deliver a consistently excellent, responsive candidate experience from first contact through offer. Coordinate interviews, offers, background checks, and onboarding logistics. Track and report recruiting metrics: time-to-fill, source effectiveness, and quality of hire. Primary Responsibilities — HR Operations (~40%) Process and administer payroll accurately and on schedule, in coordination with Finance and external payroll providers. Administer employee benefits (health & welfare, leave) and serve as a primary point of contact for employee inquiries. Manage onboarding, orientation, HRIS data integrity, and personnel recordkeeping. Support performance management, employee engagement, Open Enrollment, and exit interviews. Ensure compliance with employment law and internal HR policy. Co-lead culture/employee engagement activities Will own Ad Hoc HR initiatives Qualifications Bachelor's degree from an accredited college or university required. Up to 5 years of professional experience, with the majority concentrated in full-cycle recruiting/talent acquisition. 1–2 years of HR generalist experience (payroll, benefits, or HRIS) preferred — NJCC will train further on this. Corporate, for-profit company experience strongly preferred over traditional social-services nonprofit background. Demonstrated fluency in current sourcing and recruitment marketing techniques, including social media and AI-enabled recruiting tools. Strong numerical accuracy and attention to detail. This person will process payroll and benefits. Experience with ATS/HRIS platforms and LinkedIn Recruiter. Experience with Paylocity a plus. SHRM-CP or PHR certification a plus, not required. Desired Competencies Forward-thinking and resourceful — comfortable operating with incomplete direction and figuring it out. Highly organized and detail-oriented; treats accuracy in payroll/benefits as non-negotiable. Proactive self-starter who anticipates needs rather than waiting for instruction — a true #2 to the CHRO. Able to multitask across recruiting and HR operations without dropping either. Executive presence; communicates confidently with senior leaders and senior-level candidates.
