Security Specialist

Summary

This position is in the Security and Emergency Management Division (SEMD), Security Services Branch. The SEMD provides daily security support in a wide range of security functional areas that include information security, physical security, industrial security, operations security, and general security administration. The incumbent serves as a Security Specialist for the Security Services Center (SSC), responsible for participating in the oversight of the day-to-day operations of the SSC.

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

The individual selected for this position:

• You are thrilled about participating in oversight of the daily operation of the SSC at the direction of the Chief, Security Services Branch.
• You thrive in supporting, organizing, and conducting analyses involving HSPD-12 initiatives including coordinating procedures to support the creation, issuance, and management of Personal Identity Verification (PIV) credentials for USPTO employees and contractors to USPTO facilities and information systems as called for by HSPD-12 in compliance with Federal Information Processing Standard (FIPS) 201, Privacy Act of 1974, Office of Management and Budget Memoranda, and National Institute of Standards and Technology (NIST) guidance.
• You are committed to participating in the management of the background investigation process for federal employees and contractors as it relates to HSPD-12 adjudication standards through the fingerprinting process.
• You have in-depth experience participating in implementing the administrative process of requests for physical access requests in compliance with Federal Information Processing Standard (FIPS) 199, visitors to the USPTO, access lists, and customer service operations in the SSC. Implements, issues, and tracks all badges and credentials issued by the USPTO.
• You have a strong desire in participating in evaluating SSC goals, timetables, milestones, and other performance measures against relative costs and benefits of program initiatives and mission objectives.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Security Administration Series 0080.

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to GS-07 in the Federal service: For this position, the next lower grade level is a GS-07.

Specialized experience for this position includes:

• Experience participating in daily operations of a Security Operations Branch or Security Service Center;
• Experience participating in management of background investigation process for federal and contract employees; AND
• Experience supporting, organizing and conducting analysis involving HSP-12 and Physical Access Control System initiatives.

Or

• Master's or equivalent graduate degree (if related); Or
• 2 full years of progressively higher-level graduate education leading to such a degree (if related); Or
• LL.B, LL.M., or J.D.,

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
