Job Summary


Reporting to the Director of Budget and Financial Planning, the Budget Analyst performs financial analysis and reporting for Lamar University, Sul Ross State University (Alpine and International campuses), and other Texas State University System (TSUS) campuses ensuring compliance with TSUS and state standards. Responsibilities include administering financial and business processes or systems; developing financial models and data visualizations; reviewing, analyzing, and interpreting financial data; preparing reports and responding to information requests; and advising leadership or business administrators on actions to address financial or regulatory issues.

Essential Job Functions

Budget Transactions and Position Management

• Reviews and processes budgetary transactions for submission to the University operating ledger, including temporary and permanent transactions; processes personnel actions and updates position budget records for salary changes, funding realignments, and budget savings.

Budget Planning and Development

• Develops, prepares, and analyzes operating budgets and expenditure projections; provides management with budget data, trends, forecasts, and recommendations to support financial planning and resource allocation.

Budget Analysis and Financial Monitoring

• Collects, analyzes, and reports financial and operating data to identify budgetary issues, evaluate alternative solutions, assess the appropriateness of fund allocations, and identify opportunities for more effective and efficient use of resources.

Budget Consultation and Training

• Advises University constituents on budgetary matters, expenditure requirements, and actions needed to maintain compliance with approved budgets; communicates budgetary principles and assists with training related to financial and business operations procedures.

Financial Reporting, Forecasting, and Data Management

• Maintains financial and trend data and develops graphs, reports, forecasts, and other analytical tools to support budget management, decision-making, performance monitoring, and identification of emerging financial trends; performs other job-related duties as assigned.

Legislative and Institutional Budget Reporting

• Prepares or assists with legislative appropriations requests, fiscal notes, legislative analyses, agency budget instructions, performance measure reports, and other required financial and budgetary reports.
• Other duties may be assigned to this position on a regular or occasional basis to respond to the needs of the university.

Minimum and Desired Qualifications

Minimum Qualifications:

• Bachelor's degree in Finance, Accounting, General Business, or related fields.
• Experience in accounting, auditing, finance or budget preparation and analysis, and performance measurement reporting work.

Desired Qualifications

• Master's degree or higher in Finance, Accounting, General Business, or related fields may substituted for experience.

Supplemental Information

Key Competencies:

• Strong analytical skills with the ability to interpret financial data, analyze trends, and make recommendations based on findings.
• Knowledge of financial analysis and examination procedures for regulated entities.
• Ability to develop, report, and communicate business performance metrics to stakeholders and senior management, including external regulatory bodies.
• Strong interpersonal communication skills to develop working relationships with university constituents and service partners.
• Ability to leverage data analysis tools and techniques to extract insights from financial data and present findings in a clear and concise manner using visualization tools like Excel, Tableau, or Power BI.
• Knowledge or experience with ERP data repository systems, such as SAP, Banner, Workday, etc.

Physical Requirements :

• Current driver's license and ability to travel.
• Prolonged periods of sitting at a desk and working on a computer.

Job Conditions: The Budget Analyst works in an office environment typically following a 40-hour workweek, although additional hours and some travel may be required during peak periods.
