The Supply Chain Sourcing and Contracting Manager serves as the strategic leader for sourcing, supplier management, negotiations, supply chain contracting, and compliance oversight. The manager leads and develops the team responsible for producing sourcing strategies, supplier evaluations, market analyses, negotiation packages, contract documentation, supplier performance reviews, compliance records, and management reporting. The Manager establishes priorities, provides direction, reviews work quality, approves recommendations within delegated authority, removes barriers, and ensures the team’s outputs are timely, accurate, compliant, and aligned with business objectives.\n \nThe Supply Chain Sourcing and Contracting Manager is the first decision point for proposed long-term supplier agreements, strategic sourcing direction, supplier portfolio changes, major commercial positions, and other material supply chain decisions before matters are elevated to the Director of Supply Chain or executive leadership. The role establishes decision frameworks, governance, risk tolerances, approval thresholds, and performance expectations for the team; evaluates strategic tradeoffs involving cost, quality, delivery, capacity, compliance, working capital, margin, and business continuity; and ensures cross-functional alignment with Purchasing, Planning, Materials Management, Engineering, Finance, Sales, Manufacturing, Quality, Project Management, and other stakeholders. The manager also serves as the escalation leader for complex supplier, contractual, commercial, and compliance matters and is accountable for the effectiveness of the team, the quality of its recommendations, and the sustained performance of the sourcing and contracting function.\n\nEssential Functions / Responsibilities:\n\nStrategic Sourcing and Supplier Strategy\n\nSet the strategic direction, priorities, and decision criteria for sourcing initiatives supporting cost, quality, lead time, delivery, risk reduction, and production requirements.\nLead and develop the team responsible for supplier market research, RFQ/RFP execution, bid analysis, supplier evaluation, sourcing recommendations, and category or commodity strategies.\nReview and approve team-generated supplier selections and sourcing recommendations within delegated authority, ensuring the supporting analysis is complete, defensible, and aligned with technical, commercial, operational, and compliance requirements.\nEstablish supplier portfolio strategies and direct initiatives involving supplier consolidation, dual sourcing, capacity assurance, lead-time improvement, cost reduction, and risk mitigation.\nServe as the initial management decision point for strategic sourcing changes and supplier commitments before escalation to the Director of Supply Chain or executive leadership.\nEnsure the team coordinates effectively with Engineering, Operations, Project Management, Finance, Quality, Purchasing, Planning, and Materials Management.\n\nSupplier Negotiation and Contracting\n\nEstablish negotiation strategy, commercial objectives, approval limits, risk positions, and escalation requirements for supplier negotiations and agreements.\nDirect and coach team members responsible for preparing negotiation packages, supplier proposals, cost analyses, term comparisons, contract documentation, and renewal recommendations.\nAct as the first decision point for long-term agreements, blanket purchase agreements, pricing arrangements, service agreements, and other strategic supply chain contracts before higher-level approval is requested.\n Review and approve the team’s commercial recommendations, pricing determinations, proposed terms, negotiation outcomes, and contract changes within delegated authority.\n\nPersonally lead or participate in negotiations when the value, duration, risk, supplier relationship, or business impact requires management involvement.\nMaintain governance over contract status, expiration exposure, renewal priorities, approval documentation, and compliance with negotiated terms.\n\nSupplier Performance and Contract Compliance\n\nEstablish supplier performance governance, scorecard standards, review cadence, escalation criteria, and corrective action expectations.\nOversee the team’s monitoring of supplier quality, delivery, cost, responsiveness, contract compliance, capacity, and risk.\nReview performance analyses and approve recommended supplier development, corrective action, escalation, resourcing, or exit strategies.\nLead executive or strategic supplier business reviews and serve as the management escalation point when supplier performance threatens production, customer delivery, cost, quality, or contractual obligations.\nHold the team accountable for documenting supplier commitments, assigning owners, tracking recovery plans, and closing corrective actions.\n\nSupply Chain Compliance Oversight\n\nProvide management oversight of supply chain compliance controls, documentation, reporting, training, and audit readiness across sourcing, procurement, supplier management, and contracting.\nDirect the team responsible for maintaining supplier due diligence, contractual flow-downs, sourcing justifications, approval records, supplier representations, compliance determinations, and corrective action evidence.\nEstablish compliance priorities, ownership, review standards, escalation thresholds, and decision protocols for customer, contractual, company, and regulatory requirements.\nReview compliance risk assessments and approve team-recommended controls, remediation plans, and supplier actions within delegated authority.\nCoordinate with Quality, Finance, Legal, Engineering, Operations, and leadership on requirements that materially affect supply chain strategy, supplier selection, contracts, or business risk.\nServe as the first management escalation point for supply chain compliance issues and support internal audits, external audits, customer inquiries, and corrective action reviews.\n\nCost Management and Continuous Improvement\n\nSet cost-management, margin-improvement, supplier-risk, and continuous-improvement priorities for the sourcing and contracting team.\nOversee team analyses of supplier pricing, quote history, market conditions, total cost, cost drivers, proposals, and commercial alternatives.\nReview and approve recommendations that balance cost, quality, risk, lead time, working capital, margin, and business continuity.\nEstablish performance measures and hold the team accountable for sourcing effectiveness, contract coverage, supplier performance, compliance, savings, cost avoidance, and risk reduction.\nSponsor process improvement initiatives and ensure sustainable policies, procedures, systems, and controls are implemented by the responsible team members.\n\nCross-Functional Collaboration and Reporting\n\nRepresent the sourcing and contracting function in cross-functional planning and decision forums with Finance, Engineering, Operations, Sales, Project Management, Purchasing, Planning, Materials Management, and Quality.\nSet expectations for team-generated reports covering supplier evaluations, sourcing initiatives, contract status, cost performance, supplier risk, compliance, and strategic decisions.\nReview and approve management reporting and ensure recommendations are supported by accurate data, clear risk assessments, and actionable options.\nCommunicate decisions, priorities, risks, and escalations to leadership and translate organizational direction into clear team objectives.\nDevelop team capability through coaching, workload prioritization, decision support, accountability, and performance feedback.\n\nKey Performance Indicators:\n\nCost savings and cost Knowledge Desired:\n\nStrong knowledge of supply chain best practices.\nStrong understanding of supplier management, sourcing strategy, negotiation, contract administration, and supplier performance management.\nWorking knowledge of procurement, MRP systems, ERP data, bills of material, logistics, and manufacturing supply chains.\n\nWorking knowledge of supply chain compliance principles, contractual flow-down requirements, internal controls, supplier due diligence, document retention, traceability, and audit readiness.\nAbility to analyze supplier proposals, financial data, pricing, risk, and performance information.\n\nStrong verbal and written communication skills.\nStrong negotiation, analytical, and reasoning capability.\nAbility to transform data into actionable sourcing recommendations.\nHigh attention to detail and rigorous follow-through.\nStrong interpersonal skills with the ability to influence internal stakeholders and suppliers.\nAbility to transition between strategic supplier development and tactical issue resolution.\n\nDemonstrated ability to lead teams, establish governance, delegate analytical and documentation work, evaluate recommendations, and make strategic decisions under defined authority.\nAPICS CSCP, CPIM, CPSM, or other supply chain/procurement certification preferred.\n\nQualifications & Experience:\n\nAssociate degree in business, economics, applied science, supply chain, operations management, contract management, or a related field required.\nBachelor’s degree preferred.\nMinimum of 7 to 10 years of documented experience in supply chain, sourcing, procurement, supplier management, contract management, or related manufacturing support functions.\nProven track record of supplier negotiation, cost improvement, supplier evaluation, and contract administration.\nExperience leading RFQ/RFP activity, supplier selection, supplier performance reviews, and sourcing recommendations.\nStrong understanding of manufacturing supply chains, technical purchasing requirements, supplier risk, and commercial terms.\n\nExperience implementing or overseeing supply chain compliance controls, supplier documentation requirements, audit support, and corrective action management preferred.\n Experience working with Engineering, Finance, Operations, Quality, and Project Management preferred.\n\nDemonstrated experience leading or supervising sourcing, procurement, contracting, supplier management, or supply chain professionals and reviewing team-generated analyses and recommendations.\nVerifiable history of implementing change, improving supplier performance, and strengthening sourcing processes.\n\nPhysical Demands:\n\nRegular use of hands and arms to manipulate, handle, feel, reach, or operate objects, tools, or controls.\nAbility to sit or stand for extended periods depending on task assignment.\nFrequent standing and walking in manufacturing and warehouse areas as required.\nAbility to lift and/or move up to 25 pounds frequently and up to 50 pounds occasionally, with assistance required for heavier items.\n\nWorking Environment: \n\nProfessional office environment with regular interaction with team members, suppliers, and cross-functional stakeholders.\nTypical indoor manufacturing and warehouse environment. Noise level is usually moderate. Safety glasses and closed-toed shoes are required when on the production floor.\nSubject to temperature fluctuations if and when job duties require time in production, warehouse, or receiving areas.\nSupplier travel may be required based on role level and business needs.\n\nQualifications & Experience:\n\nAssociate degree in business, economics, applied science, supply chain, operations management, or a related field required.\nBachelor’s degree preferred.\nMinimum of 7 to 10 years of documented supply chain, purchasing, materials planning, or production support experience in a manufacturing environment.\nProven experience managing buyers, planners, purchasing teams, or material planning functions.\nStrong understanding of ERP/MRP-driven purchasing and manufacturing environments.\nDemonstrated ability to improve purchasing discipline, material availability, planning accuracy, and buyer execution.\nExperience supporting cross-functional operations in a project-based or engineer-to-order manufacturing environment preferred.\nVerifiable history of implementing change and improving operational processes.\n\nNomad GCS is an equal opportunity employer, (EOE,) and voluntarily follows affirmative action guidelines.
