The Position This is a non-benefited Extra Help position in the County Counsel's Office This “at will” management class serves at the pleasure of the County Counsel. This class is responsible for performing the most difficult and complex legal assignments on a daily basis and provides technical supervision over the subordinate Attorney classes. Example of Duties May include, but are not limited to, the following:confer with and advise County and district officers and employees on the most complex legal questions pertaining to the respective powers, duties, functions, and obligations; provide technical supervision and advise other attorneys; confer with and provide advice to other professional staff in the preparation and presentation of court cases; attend meetings of boards and commissions as requested and give legal advice and counsel; prepare legal briefs; perform complex and highly responsible civil trial work; draft contracts, deeds, leases, ordinances, resolutions, and other legal instruments; study and interpret laws, court decisions, and other legal authorities; prepare legal briefs and correspondence; perform difficult assignments on a regular and continuous basis involving at least two of the main client groups that have been established within the office. Experience And Education Experience Four years of experience in the practice of law, including at least three years in the area of civil public agency law, or one year as an Attorney in the Napa County Counsel Department. Education Equivalent to graduation from an accredited law school. License Or Certificate Active membership in the California State Bar Association. Possession of a valid California Driver’s License. TYPICAL QUALIFICATIONS] Knowledge Of Criminal, civil, constitutional and administrative law which are relevant to the operation of the County Counsel office and judicial decisions impacting those laws. Principles of pleading and practice; statutes and codes applicable to civil procedure. County ordinances and rules. Trial and courtroom procedures, practices and rules of evidence. Legal research methods and judicial procedures. Supervisory and training practices and procedures. Duties, powers, responsibilities, limitations and authorization of the County Counsel’s Office. Skill To Research, analyze, and apply legal principles, facts, evidence, and precedents to complex legal problems. Prepare and present statements of law, fact, and argument clearly, logically and persuasively in written and oral form in all matters. Negotiate the disposition of cases. Train and provide lead/functional supervision as necessary. Ability To Establish and maintain effective working relationships with staff members, departmental representatives, County officials, the courts, law enforcement agencies, and the general public. Maintain quality legal work under deadline pressures. Understand and accept differences in human behavior, cultural and ethnic backgrounds.
