Strategic Federal Budget Analyst

Duties Identifies funding needs and actual or potential problem areas, trends, deficiencies, or areas of imbalance. Assists in the preparation of budget estimates and justifications; interpreting 0MB directives and circulars. Provides information and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; and recommending reprogramming of funds as needed. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. For The GS-09 Level To qualify for the GS-09 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-07. For this position, specialized experience is: Performing routine/recurring budget administration duties which facilitate more complex review and analysis functions. Comparing figures in funding estimate needs by line item or object class. OR EDUCATION: Master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related OR COMBINATION: Equivalent combinations of education and experience. For The GS-11 Level EXPERIENCE: To qualify for the GS-11 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-09. For this position, specialized experience is: Performing routine budget analysis functions in assigned areas including budget formulation, budget presentation-enactment, or budget execution. Determining whether expenditures incurred by organization unit are within budget. Analyzing cost data OR EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
