Manager Team Lead Court Officer II - Civil Process

Department and Paygrade Department: Civil Process County or State Funded: County Exempt or Non-exempt: Exempt Paygrade: 116 Salary Range: $60,819.20 - $76,024.00 Annually Basic Function and Responsibility To help ensure service and execution of legal process in the 16th Circuit is carried out professionally, ethically, timely, safely, and in accordance with the law and policies governing these processes. Lead, mentor, and support personnel development, by assisting with personnel issues, internal investigations, hiring processes, and ensuring evaluations are timely and provide both positive and areas for needed improvement, as warranted. Help identify potential issues and make recommendations to ensure officers safety and compliance with court policies and department operating procedures. Provide support to the court officer II's. Appointing Authority and Supervision Received: The deputy court administrator of circuit court is the appointing authority. The manager will receive direct supervision by the assistant director of the department. Supervision Exercised: This position is directly responsible for the supervision of the court officer II's and may indirectly supervision of court officer I's. Characteristic and Assigned Duties (The following duties are representative of the position and do not include all duties which may be performed.) Manage the daily work of court officers (directly for the court officer II positions and indirectly for court officer I positions) to ensure coverage of areas, workloads are monitored and adjusted as needed, assist in the field to serve/execute court orders that will expire due to vacancies, and serve as backup and/or as needed to assist with potentially dangerous situations or other unusual circumstances, such as, large cash seizures, which may occur during or after normal business hours. Assist in coordinating of court officers to identify and respond appropriately to any known threats, as outlined in the department operational procedures. Monitor the staffs productivity, proper use of time, routing for service, adherence to laws, court policies, and department standard operating procedures, and address concerns or issues as soon as possible, otherwise; address through monthly meetings, maintaining notes, performance evaluations, constructive feedback, mentorship, and disciplinary action when necessary. Utilize a good working knowledge of applicable state laws pertaining to civil process, self-defense, safety tactics, as well as, supreme court rules, court operating rules, local court rules, and the court personnel policies to assist officers in making appropriate decisions and/or notify the director or chain of command, if clarification is needed, or when issues need to be brought to the attention of management. Recognize, initiate the appropriate paperwork, and notify the director when dealing with employment law issues (Worker Compensation, Harassment, ADA, Retaliation, FMLA, etcetera), performance issues, internal investigations, hiring processes, other issues involving concerns with the staff and/or with another department, and incidents required to be reported by the Serious Incident Reporting policy. Perform other administrative tasks, such as, authorize requests for alias summons and other civil papers to be re-issued at no cost when required, notarize affidavits, transfer papers, review and approve leave requests for vacation, sick, and other forms of leave for staff as authorized, review and process staff time accurately utilizing the court’s timekeeping system, complete requisitions for uniforms/equipment/training, and ensure vehicles and court officers equipment is accounted for, well maintained, and in working condition. Assist with scheduling, attend, maintain compliance with training requirements, and support on-going departmental training, such as, firearms training, personal defense, handgun retention, oleoresin capsicum, and building search training. Coordinate and ensure all newly hired court officers receive the necessary security clearances, accesses, training manual, and provide hands-on training and monitoring throughout their probationary period. Respond and handle escalated telephone calls, emails, and other communications, including meeting with the public in person relating to questions or concerns regarding sunshine requests, inquiries, service concerns and complaints from the public, attorneys and landlords related to the service of process. Perform other duties as required. Knowledge, Skills, and Abilities Knowledge of court policies, legal documents, laws (service of process and self-defense), and legal terminology pertaining to the court. Knowledge of self-defense techniques, and scope of authority in service of process, executing writs, and utilization of non-lethal and lethal force in performance of their assigned duties for the court. Thorough knowledge of supervisory techniques and ability to meet department goals by monitoring and directing their staff, as well as the court officer I supervisor and court officers'. Knowledge of personnel practices and procedures. Knowledge of the operation of personal computers, word processing, spreadsheets, and related software. Ability to work flexible hours. Ability to access buildings, businesses and residences including climbing stairs. Ability to obtain firearm authorization and complete court approved firearm qualification program. Ability to communicate effectively, clearly and concisely, both orally and in writing, and to prepare clear and concise reports, letters, memoranda, and other documents, which include those of a detailed and specific statistical nature. Minimum Qualifications Associate's degree in a related field plus four years of experience in law enforcement or a closely related field, including three years in a supervisory/management capacity (demonstrated ability to manage/lead employees through a supervisor). Necessary Special Requirements Missouri Class A POST certification preferred or equivalent training obtained through military and or private security. Must possess and maintain a valid driver's license from state of residence and provide proof of such. Must possess and maintain state mandated auto liability insurance and a properly licensed, reliable vehicle, and provide proof of such. Must successfully obtain firearm authorization and complete court approved firearm qualification program, and wear protective body armor. In addition, he/she will need to be able to meet the physical requirements of the Court Officer position and attend and successfully pass the defensive tactics and quarterly firearms training annually.
