LCB Licensing Specialist

The Position The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a LCB Licensing Specialist in the Bureau Of Licensing, Licensing Evaluation Division. In this role you will be responsible for performing advanced technical work in the regulatory review of liquor license and permit applications, supporting the selective licensing program and developing licensing training for Licensing Bureau employees. Description of Work This position focuses on reviewing and evaluating liquor license and permit applications to ensure applicants meet all legal and regulatory requirements before a license is issued. Application Review: Examine and evaluate license and permit applications to determine eligibility under state laws. Legal Document Checks: Assess agreements, orders, and other legal documents to verify accuracy and compliance. Case Research: Review files and investigation reports for past violations or issues that affect application status. Decision Documentation: Prepare summaries of findings and create correspondence explaining deficiencies or required actions. System Updates: Enter and maintain data in POSSE and PLCB+ systems to track application progress. Public Assistance: Provide case updates and answer inquiries from applicants, attorneys, legislators, and agency staff. Work Schedule and Additional Information Full‑time employment. Work hours are 7:30 AM to 4:00 PM, Monday – Friday, with a 60‑minute lunch. Work hours may be negotiable. Telework: Up to four days per week from home with one day per week on site at the Northwest Office Building in Harrisburg, subject to availability. Salary: In some cases, the starting salary may be non‑negotiable. Required Experience, Training & Eligibility Minimum of two years as an LCB Licensing Technician2 (or equivalent federal position), **or** five years of clerical, administrative, or para‑professional experience in a legal, licensing, or regulatory program, and graduation from high school, **or** an equivalent combination of experience and training. PA residency requirement. Must be able to perform essential job functions. Other Requirements Pass a background investigation. A felony conviction within the last ten years is disqualifying; other convictions are reviewed on a case‑by‑case basis. Veterans State law provides employment preference for qualified veterans.
