Policy Analyst

The mission of the D.C. Department of Human Services is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. This position is within the Department of Human Services (DHS), Economic Security Administration (ESA), Division of Policy, Training and Quality Assurance (DPT & QA). ESA is responsible for administering public assistance programs in the District of Columbia, including but not limited to, Temporary Assistance for Needy Families (TANF), Medical Assistance (MA), and Supplemental Nutrition Assistance Program (SNAP) formerly Food Stamps, etc. As a Policy Analyst, the incumbent will serve as an expert and lead for data analysis, research, and policy analysis of ESA’s programs, policies, best practices, service delivery, and program implementation. The incumbent is expected to provide leadership and direction in identifying, designing, and executing various quantitative and qualitative data and policy analyses for ESA to improve the quality of services provided to District residents. Duties & Responsibilities Develops a wide variety of policy analysis documents to aid in proposing legislation and making changes in existing programs. Identifies areas of major concern, review current projects, searches pertinent literature, evaluations, and studies which often contain voluminous and conflicting data; discusses issues with Federal and non-Federal experts and program officials; considers legislative developments and assesses programmatic trends. Defines and describes issues, develops options; devises and predicts the impact of various alternatives. Summarizes and presents findings. Serves as advisor to the Chief with responsibility for performing a variety of special and recurring assignments, which are of special interest or concern to the Administrator. Identifies and defines specific issues, develops sources of information; personally, develops or coordinates the development of data; performs analyses using a variety of quantitative and qualitative techniques and methods; synthesizes results; and prepares comprehensive reports for use by the administration in formulating social services policy, developing regulations, and proposing changes in legislation. Conducts extensive review of a wide variety of statutes, codes, regulations, and other documents; resolves problems of incomplete or conflicting information and renders findings in the form of written reports and/or oral briefings for use in formulating policy, developing legislation, or writing regulatory requirements. Coordinates the collection of data and information from a wide variety of sources, including Federal, State, and local agencies. Assesses data, develops, and writes study finding and identifies options open for consideration. Qualifications and Education Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next grade level in the normal line of progression. Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to: - Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency. - Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees. - Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees. - Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager. Residency Preference: When claiming residency preference, you are required and must agree in writing to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona fide Districts residency for the seven-year (7 year) period will result in forfeiture of employment.
