PURPOSE: The primary focus of the position is to provide consultative, professional advice and expertise to various state funded school construction programs. The School Construction Coordinator regularly exercises independent judgment on important matters affecting the Department’s school construction programs while serving as a subject matter expert and providing technical expertise to Department staff and School Administrators. The position provides leadership in highly technical areas of the planning, design, and construction process and ensures the integration and equity of operational practices across projects. The School Construction Coordinator works on policy development and advocacy for school construction having a statewide impact. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of architectural principles for purposes of planning, construction, or analyzing school building structures. Knowledge of mechanical and electrical systems design, operation, and maintenance as related to school facilities. Knowledge of civil/site engineering including soils, surveys, geotechnical, topography, drainage, and environmental issues. Knowledge of the State Board of Education approval process. Knowledge of the legislative process. Knowledge of state of Maine procurement regulations and processes. Knowledge of Bureau of General Services contract and bidding requirements. Knowledge of state construction organizations, stakeholder groups, and their roles in public school infrastructure. Knowledge of statutes, regulations, schedules, and practices related to the bonding of Major Capital School Construction projects. Knowledge of laws, rules, and regulations related to state and federal school construction programs. Knowledge of federal, state, and local building codes. Knowledge of green building strategies, codes, materials, appropriateness, and cost implications. Knowledge of school building design including programming, space utilization, security, environment, etc. Knowledge of cost estimating, budget development, and cost tracking of school construction projects. Knowledge of construction contract documents, including contracts, change orders, addendums, and information requests. Ability to identify and resolve problems in school construction projects. Ability to represent the Department at meetings with local School Administrative Unit’s personnel including superintendents, school boards, and building committees. Ability to review and evaluate engineering studies and develop recommendations for state approval Ability to develop and approve contract documents for state funded school projects. Ability to coordinate the work of technical consultants. Ability to organize and direct large site meetings with multiple stakeholders including contractors, architects, engineers, and other consultants and provide leadership to work through complex issues to achieve desired and acceptable outcomes. Ability to communicate complex information orally and in writing to varied audiences. Ability to use all current office technologies. Ability to exercise independent judgement. MINIMUM QUALIFICATIONS Licensed Architect with 5 years’ experience in public school construction The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
