Supervisory Meteorologist

Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC), with one vacancy in Lakeland, FL. It is announced under vacancy number OMAO‑26‑12971556‑DE, which is open to all U.S. citizens or nationals. Applicants must apply to both announcements to be considered for both. Duties Serve as the Chief of the Science Branch, providing leadership, management, aviation, and meteorological expertise to the Aircraft Operations Center (AOC). Provide technical and administrative supervision and management of personnel and fiscal resources of the Science Branch. Provide resource planning and produce reports that address questions and field activities. Make decisions on work problems while interfacing with supervisors from other departments. Perform flight duties as a NOAA Air Crewmember during convective systems. Oversee meteorological support, data processing, and scientific analysis for AOC programs and projects. Acquire, process, store, and make available a wide variety of meteorological data for developing and testing techniques to improve operational weather forecasting services. Manage, operate, maintain, and upgrade meteorological sensors, computers, networks, and associated software. Identify and track issues related to data assimilation, quality control, and archiving. Provide the full range of supervisory support services for staff. Evaluate and develop performance and provide instruction to employees on work and administrative matters. Interview candidates and make or approve selections for subordinate positions. Make decisions on training needs and requests related to employees of the branch. Conditions of Employment Performs the duties of this position, and those of a NOAA Air Crewmember during convective systems, mission flights and is Drug Testing Designated. The incumbent is required to meet and maintain the AOC Air Crewmember medical requirements, equivalent to the FAA 3rd Class Medical Certificate. Physical Requirement This position has physical requirements. Must be able to bend, stoop, and lift up to 40 pounds. Key Requirements Applicants must be U.S. Citizens. Must be registered for Selective Service, if applicable. Qualification requirements must be met by the closing date of the announcement. Additional Considerations One year probationary period may be required. Payment of relocation expenses (PCS) is not authorized. A one‑year supervisory probationary period may be required (probationary period can be served concurrently). Payment of relocation incentives or recruitment incentives may be authorized. Note: Relocation incentives are for current federal employees only. This position is subject to both pre‑employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received. This position requires a Moderate Risk Security Clearance. Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. ( Basic Requirements To qualify for the 1340 series: A. Degree: Meteorology, Atmospheric Science, or other natural science major that included: At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: Six semester hours of atmospheric dynamics and thermodynamics;* Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); Three semester hours of physical meteorology; and Two semester hours of remote sensing of the atmosphere and/or instrumentation. Six semester hours of physics, with at least one course that includes laboratory sessions.* Three semester hours of ordinary differential equations.* At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. Specialized Experience Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies, knowledge, skills and abilities to successfully perform the duties of the position. For ZP‑4 or GS‑13 level, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP‑3 or GS‑12 in the Federal service. Specialized experience MUST include all of the following: Performing quality control or data analysis for meteorological products and services; Participating in the development or enhancement of meteorological sensors, computer systems, or software; Planning, evaluating, or leading projects or teams, such as assigning work, setting priorities, and providing feedback on work assignments. NOTE: Applicants currently occupying a 1340 series position in the National Oceanic & Atmospheric Administration and applying under competitive merit promotion procedures are covered under the "Exception" clause and DO NOT need to submit transcripts. Substitution of education for specialized experience is not applicable to this vacancy. College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), name of accredited institution, course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken. Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. ICTAP and CTAP ICTAP and CTAP Candidates: Eligible for selection priority if they have attained at least a rating of 85 out of 100. ICTAP applicants MUST submit the following documents: Copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement. Copy of your SF‑50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc. Copy of your latest performance appraisal including your rating. Any documentation from your agency that shows your current promotion potential. CTAP applicants MUST submit the following documents: Copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice). Copy of your SF‑50 "Notification of Personnel Action", noting current position, grade level, and duty location. Copy of your latest performance appraisal including your rating. Any documentation from your agency that shows your current promotion potential. Non‑Competitive Reinstatement SF‑50, "Notification of Personnel Action": You must provide the most current Notification of Personnel Action (SF‑50) that verifies career/career‑conditional status, title, series, and highest grade level held on a permanent basis for your previous position, and the SF‑50 that verifies your separation date; and Performance Appraisal: Most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable.
