Senior Lead Business Analyst – Public Sector Modernization
Location: New York City, NY (Hybrid)

Job Summary
Senior Business Analyst operating within a hybrid Agile framework to analyze legacy system functionality, extract business rules, and drive mainframe modernization for large-scale Health & Human Services initiatives. Responsible for creating high-quality user stories, facilitating agile practices, supporting UX/UI prototyping, and collaborating with Product Owners and enterprise architects to define future-state roadmaps.
Key Responsibilities
Legacy Modernization & Analysis: Extract, transform, and document legacy mainframe functionality, system logic, and business rules to map modern functional solutions.
Agile Requirements & Backlog Management: Author detailed user stories, build extensive product backlogs, and refine requirements based on product roadmaps.
Agile Facilitation: Drive agile practices and ceremonies, including sprint planning, backlog grooming, and product roadmap development.
Cross-Functional Collaboration: Partner with architects to evaluate architecture diagrams and system dependencies, and collaborate with UX/UI designers on prototyping.
Risk & Gap Analysis: Perform independent and team-based gap analyses, identify system dependencies, and conduct risk assessments across complex functional domains.
Mandatory Qualifications
7+ Years: Experience on complex projects, with at least 2 years in a leadership role as a Business Analyst.
10+ Years: Identifying, documenting, creating user stories, and validating functional and system requirements across multiple projects (with a minimum of 7 years in Agile or Hybrid Agile environments).
1+ Year: Experience within a Health & Human Services setting across workstreams such as Eligibility, Financial Management, or Child Support.
Additional Preferred Qualifications
5+ Years: Analyzing, extracting, transforming, and documenting legacy system logic and business rules.
4+ Years: Identifying and validating system requirements on mainframe modernization projects spanning complex functional domains.
5+ Years: Writing user stories, collaborating with UX/UI designers, and participating in agile ceremonies.
5+ Years: Leading full, end-to-end analysis on projects independently.
4–7 Years: Utilizing requirements management tools (e.g., Jira, Blueprint).
