Site Director (Program Manager VI) - DMH Quincy Site Office

DescriptionThe Department of Mental Health's Southeast Area is seeking a dynamic individual to provide leadership, direction and management of the Quincy Site to ensure that all DMH funded services (state and contracted) are clinically driven, comprehensive and meet the needs of individuals served by DMH. On an ongoing basis, Manager assesses, problem-solves, and reports on programmatic and systemic issues that impact the delivery of quality mental health services within the Quincy Site. Manages contracts for Adult Community Clinical Services, Program for Assertive Community Treatment, Clubhouse and Respite. Works closely with acute and continuing care inpatient facilities to facilitate discharge to community services. Manager develops and maintains necessary systems within the Site to ensure that there is ongoing and effective management of risk as well as active utilization management and utilization review of all services. Through supervision with staff and regular staff meetings, Manager promotes and supports the understanding of Site staff of the importance of person-centered, family driven services that expand access to care, support improved health outcomes and provide opportunities for increasing self-sufficiency for all individuals served by DMH. Manager demonstrates a clear understanding of and commitment to providing culturally competent services and hiring a diverse workforce. Manager ensures ongoing discussion with staff as well as through training, the value of a diverse workforce and importance of responsiveness and sensitivity to individuals of diverse ethnic, cultural or economic backgrounds. Recruits members for and supports a Site Advisory Board. Maintains effective partnerships with other state agencies as well as community organizations and local government including district courts, local police departments, Community Behavioral Health Centers and Emergency Services. Supports outreach activities to further community awareness of mental health services. Please Note:This is a full-time, 40-hour position. The work schedule is Monday to Friday, 8:30 am to 5:00 pm and the days off are Saturday and Sunday. This position participates on an on-call rotation.Duties and Responsibilities (these duties are a general summary and not all inclusive):Provide leadership and management of the Quincy Site, including oversight of day to operations of the Site Office and case management activities. Manages contracts for community services (ACCS, PACT, Clubhouse and Respite).Reviews and approves billing for community services.Provides clinical consultation and oversight of community programs (case management and contract services), including risk management. Works with staff (state and provider) to ensure that all services are trauma-informed and support hope, healing and recovery to the fullest extent possible. Works closely with acute and continuing care inpatient facilities to facilitate diversion and discharge to community services.Maintains effective partnerships with other state agencies as well as community organizations and local government entities. Recruits members for and supports a Site Advisory Board.Supports outreach activities to further community awareness of mental health services. Preferred Qualifications:Knowledge of administration and management skills including supervision, program planning/development, communication skills, budgetary experience, utilization management, risk management and quality management.Ability to provide leadership within the Site and with contracted mental health services.Knowledge of the principles and practices of crisis intervention and ability to make decisions, act quickly, and de-escalate situations to maintain safety of individuals’ served/staff/office safety.Knowledge of conflict resolution strategies and ability to advocate effectively on behalf of individuals served.Ability to supervise, determine staff training needs, motivate staff to work effectively, evaluate performance and determine need for disciplinary action.Ability to assess needs of individuals served and evaluates case management processes and results.Ability to recognize clinical pathology within individuals served which will require staff to refer the individual to more appropriate clinical services and ensure ongoing assessment of and management of risk.Ability to understand, explain and apply the laws, regulations, policies, standards and guidelines governing agency and Site Office activities.Ability to facilitate meetings and achieve a level of consensus with a diverse group of stakeholders.Ability to work independently, organize work efficiently, respond appropriately to changing needs of individuals served as well as multiple demands and priorities.Ability to initiate and maintain productive and tactful communication with a variety of service providers, individuals served, family/significant others, and guardians.Ability to articulate clearly and concisely in verbal and written modes; ability to prepare statistical reports and analyze data.Experience with computer applications such as Microsoft Word, Outlook, and Excel.Independent Professional licensure in a human services or health care related field.Given the population served, bilingual or multilingual fluency.
