Manager of Maintenance, Multi‑Family Location: Cleveland, OH Job Id: 629 # of Openings: 1 CHN HOUSING PARTNERS is a highly seasoned, non‑profit affordable housing developer, housing service provider, and residential mortgage lender that works with its partners to solve major housing challenges for low‑income people and underserved communities. Through our partnerships we have developed over 7,000 affordable homes and serve over 60,000 families each year. This role is on‑site across multiple properties and includes hands‑on custodial and maintenance duties alongside managerial responsibilities. Position Summary The Manager of Maintenance, Multi‑Family will lead and manage overall maintenance operations for a senior and family multifamily housing portfolio of 500+ units, including LIHTC, HUD Section 8, HUD 202, NSPIRE (REAC), and other affordable housing programs. The manager will take full ownership of the hands‑on maintenance and upkeep of assigned properties, supervise and coordinate maintenance staff, and ensure compliance with all regulatory standards. Pay range: $65,000 – $67,000 per year, FLSA Exempt. Key Responsibilities Complete work orders, custodial duties, and ensure the proper upkeep, safety, and functionality of assigned buildings. Oversee day‑to‑day maintenance operations for a portfolio of multifamily affordable housing properties. Perform hands‑on repairs and maintenance (electrical, plumbing, HVAC, carpentry, appliances, etc.) as needed. Support maintenance team with unit turnovers (make‑readies), routine building upkeep, and custodial duties across various multifamily sites. Ensure timely completion of service requests and work orders with high quality and resident satisfaction. Coordinate preventive maintenance programs to extend the life of building systems and equipment. Conduct regular inspections of buildings, grounds, and equipment for hazards and safety compliance. Collaborate with contractors, vendors, inspectors to schedule repairs and inspections. Ensure all building certifications are completed and current for backflow test, sprinkler test, fire extinguishers, boiler certificates, and playground equipment. Complete a pre‑walk prior to all LIHTC, NSPIRE, and Section 8 inspections to ensure that all units pass inspections. Perform and coordinate the cleaning out of vacant units to prepare for a unit turn. Determine scope of work for unit turns with property management. Supervise, train, and evaluate maintenance staff across the portfolio. Schedule and delegate work orders, emergency calls, and project tasks. Coordinate on‑call after‑hours emergency schedule. Foster a strong team culture of accountability, professionalism, and resident‑centered service. Manage inventory of tools, parts, and supplies ensuring availability and proper usage. Coordinate with Maintenance Inventory Manager for parts and supplies. Other duties as assigned. Regulatory & Compliance Maintain units and building systems in compliance with HUD, NSPIRE, LIHTC, and Section 8 physical standards. Prepare units for move‑ins, including quality control on make‑readies and ensuring units meet all program requirements. Assist in preparation for agency inspections (e.g., NSPIRE, MOR, LIHTC, and Section 8) and correct any deficiencies promptly. Ensure proper documentation and tracking of work related to compliance and audit standards. Communication and Coordination Collaborate with property management and stakeholders to schedule and execute maintenance projects. Provide regular updates and reports on maintenance activities, issues, and progress to management and team members. Respond to urgent maintenance requests and ensure timely resolution. Education and Work Experience Requirements Education: High School Diploma or equivalent. Experience: Minimum 5 years of combined maintenance and custodial experience with 2 years in a supervisory role. Experience with LIHTC, HUD 202, and/or Section 8 properties is required. Technical skills – proficiency in building systems (HVAC, electrical, plumbing, etc.). Certifications in HVAC, EPA, or related trades are a plus. Regulatory knowledge – strong understanding of affordable housing program regulations (REAC, NSPIRE, UPCS, HQS, LIHTC compliance). Communication – strong interpersonal and written communication skills; ability to interact professionally with residents, staff, vendors, and regulatory agencies. Technology – familiarity with maintenance tracking systems, property management software, and mobile work order platforms is a plus. Licenses/Certifications – valid driver’s license; certifications in HVAC, EPA 608, CPO, or similar preferred. Availability to work flexible hours, including evenings, weekends, and on‑call shifts as needed. Additional Qualifications Must have reliable transportation, valid driver’s license, current automobile insurance, and acceptable attendance record. High level of customer service, communication skills, conflict resolution, technical skills, problem solving, teamwork, leadership, self‑motivation, team motivation, and results orientation. Working Conditions Ability to perform essential job functions consistent with ADA, FMLA, and other standards. Regular and punctual attendance consistent with ADA, FMLA, and other standards.
